Responsibilities
- Assist the client with internal consultations and communications on the model and the development and implementation of the existing
frameworks for the specific function.
- Consult with appropriate officials to obtain the background information required in relation to the management of investments and the roles and responsibilities of the related functional authorities.
- Review and analyze existing frameworks for related functional domains.
- Review and analyze requirements for enhancing life cycle management in relation to the specific functional domain and asset groups.
- Provide recommendations on strengthening the governance and planning cycles for asset holdings and the eventual integration into corporate investment and budget decisions.
- Recommend areas for review and updating to align with the client model and improve consistency in approach and language.
- Develop a model that integrates overarching requirements on managing investments and the one functional domain.
- Provide options and recommendations for strengthening professional capacity.
- Recommend revised roles and responsibilities matrices supporting the proposed future state organizational model.
- Propose options/recommendations to address emerging issues as required.
- Analyze feedback from senior management, recommend changes, and incorporate changes to finalized documentation.
Qualifications
Valid Reliability level or above Security Clearance held
Post-Secondary Education related to Business and/or Technology
Relevant Professional Certifications held
Experience directly related to the management of tangible assets for the Government of Canada
Well-versed in updating policy frameworks and providing recommendations for tangible assets
Experience writing subordinate directives to an established framework
Strong experience developing policies, standards, and plans to achieve outlined objectives
Experience with procurement material management functions and frameworks
