The Enterprise Architect will be responsible for working with the Project team to support and/or lead:
Solution Design and Architecture:
System Architecture Development: Create and document the overall architecture of the clinical
information solution, ensuring it aligns with the project’s technical requirements and business objectives.
Integration Planning: Design how the CIS will integrate with existing systems, such as electronic health
records (EHRs), laboratory systems, and other government health information systems.
Scalability and Performance: Ensure the system is scalable to accommodate future growth and perform
efficiently under the expected load.
2. Technical Leadership:
• Guidance and Mentorship: -- Provide technical guidance and leadership to the implementation teams,
including defining architecture principles, technical standards, and best practices.

Stakeholder Collaboration: -- Work closely with stakeholders, including government officials, healthcare
professionals, and IT teams, to ensure the technical aspects of the solution meet the needs of all parties.
Quality Assurance: -- Work with quality assurance teams to develop testing strategies and ensure the

3. Compliance and Security:
Regulatory Compliance: Ensure the solution complies with healthcare regulations and standards (e.g.,PHIPPA, RTIPPA), as well as provincial and federal data protection laws.
Security Architecture: Develop and implement security protocols to protect sensitive health data,including encryption, access controls, and secure data transmission.
4. Business Architecture:
Business – IT Alignment: Develop and maintain a business architecture model that aligns business
strategy with digital advancements, ensuring that technology solutions support the organization’s goals.
Process Optimization: Analyze and optimize business processes, identifying opportunities for efficiency
improvements and ensuring seamless integration across departments.
Capability Mapping: Define and document key business capabilities, ensuring clear connections between
strategic goals, resources, and IT solutions.

Enterprise solution documentation that could include; Situation, Background, Assessment, Recommendation (SBAR), Architecture Definition Document, Technical &; Business Architectural Diagrams, and Enterprise Roadmaps.
Guiding principles to support the program that align with the Office of the Chief Information Officer
IE. Ensure consideration for managed services and cloud services, which are the preferred options. Assist in the planning, and identification of initiatives and implementation of solutions within approved standards.
Risk Assessment Leadership -- Identification of potential risks in implementation and operation, along with strategies to minimize disruption and ensure continuity. This element would also include collaboration with privacy and security experts in stakeholder organizations.
Policies and guidelines for data quality, security, interoperability, and compliance with healthcare regulations and business decisions as it pertains to data migration
activity.
Strategy for connecting the provincial CIS solution with ancillary systems, third-party applications, and external databases, ensuring seamless data exchange as appropriate.
Qualifications
A University degree in Computer Science or Information Technology is preferred but an equivalent combination of education and experience may be considered.
A minimum of ten (10) years of IM/IT experience.
A minimum of eight (8) or more years of demonstrated experience as a lead Technical/Solution Architect on medium to large system development or COTS implementation projects. The referenced experience
must have been obtained in the last ten (10) years.
Demonstrated capability of leading a team of specialists in large or complex enterprise implementations. Required Experience 8 years
Demonstrated experience with architectural design and implementation of large healthcare solutions. Required Experience 8 years
Demonstrated experience in the development of technical deliverables (mentioned below)---Required Experience of 5 years
Proven experience collaborating with multi-vendor teams on cross-organizational projects and implementations. --- 5 years.
