• Deliver work products based on various sets of data, including those relevant to Ministry business areas.
• Work with a selection of technology products that must scale to the ever-changing technology and increasing appetite for information from internal and external ministry stakeholders.
• Must be able to work effectively with a team made up of in-house staff and contract resources.

Responsibilities
• Leads or is part of a team responsible for the generalizable extraction of knowledge from data by applying various techniques and theories including signal processing, mathematics, probability models, machine learning, computer programming, statistics, data engineering, pattern recognition and learning, visualization, uncertainty modeling, data warehousing, and high performance computing.
• Experience in Data Analytics or as a Data Scientist.
• Must be able to apply their skills to provide insights, support decision making and facilitate strategic business planning across the ministry.
• Requires a focus on understanding predictive analytics, lifetime value and needs-based analytics strategies to simplify, consistently produce and re-use analytical models and assets to drive measurable value.
• Provide executives and decision makers a deeper understanding of their operations, transactions, services and information required for them to identify new opportunities that can only be uncovered through analytics.
• Provide depth and insight to data produced by the various teams and transform them into meaningful analytics for decision making.
• Ensuring delivery processes are robust, of high quality and repeatable
• Bringing knowledge of statistical classification techniques such as k-means and hierarchical clustering, partition trees, and logistic regression.
• Developing and measuring success metrics for key projects.
• Providing strategic agility and the ability to make sense of large amounts of disparate data to tell a cohesive story focused on key strategic decision-making for executives.
• Integration of both quantitative and qualitative data to create business insights.
• Design and create dashboards and custom reporting with various data sources and inputs.
• Analyzing data and preparing information results

MANDATORY:
M1. Min of 4 years - The proposed resource must have demonstrated experience working with large datasets in a data warehouse/Business Intelligence
environment in a development or support role.
M2. Min of 4 years - The proposed resource must have demonstrated experience with relational database modeling techniques and dimensional modeling
techniques.
M3. Min of 4 years - The proposed resource must have demonstrated experience using advanced SQL and advanced Microsoft Office.
M4. Min of 2 years - The proposed resource must have demonstrated ability to present data in queries, dashboards, and reports in a way that is easy to
understand.
M5. Min of 1 years - The proposed resource must have demonstrated ability to manage stress and conflict.
M6. Min of 2 years - The proposed resource must have demonstrated ability to interact and communicate professionally with a diverse group including
external stakeholders
M7. Min of 1 years - The proposed resource must have a high degree of critical thinking, to select the most appropriate input data, modeling method, indicated
variables, and techniques.
M8. Min of 2 years - The proposed resource must have a minimum 2 years demonstrated experience with PowerBI (Power Platform)
M9. The proposed resource must have completed at least a related one-year certificate level education (eg computing science)

without formal guidelines or precedents.
