Responsibilities
Technical -
Strong in leading scrum teams, familiar with Jira , Azure DevOps and related tools to lead daily standups
Knowledge, understanding and experience of established Project Management Methodologies and Techniques related to all phases of an IT project life cycle
Knowledge and understanding of Information Management principles, concepts, policies and practices, including SDLC, Enterprise Architecture, PMI/PMBOK, UPM, ITIL, Agile/Waterfall
Knowledge of technology trends, standards and processes and strategies to direct resolution of analysis and design challenges, define project scope and ensure project compliance and system integration and that critical business objectives are met
Project Management: -
Leads large scale, complex, high profile and high risk projects across all phases of IT projects
Develops and manages project schedules and/or integrated plan, scope and other project deliverables
Manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
Promotes I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and control of the use of I&IT resources
Supervises project and consultant staff
Analyzes project environments to identify potential risk events and issues, articulating and prioritizing recommended mitigation strategies
Creates business case and gets approval from all stakeholders
Leads team for all governance and Treasury Board approvals
Leadership & Communication
Plan and leads all phases of complex enterprise-wide projects, scheduling activities, explaining procedures and monitoring the work of assigned technical resources
Leads change management and leverages strategies and actions to overcome resistance
Manages and builds effective client relationships through managing expectations, status updates
Knowledge and experience of resource management, supervise and provide leadership/guidance to project teams
Demonstrated consultation, negotiation and mediation skills to communicate project deliverables, resolve conflicts and develop and sustain effective working relationships
Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
Verbal and written communication skills to design, develop and deliver presentations, prepare proposals and business cases to clients, stakeholders, and senior management
Manages project budget and communicates to senior management on project status
Qualifications
Only experienced PROJECT MANAGERS/LEADERS
Experience developing and managing project schedules, deliverables, and scope
Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
Establishes and participates in steering committee and stakeholder forums
Agile/Scrum experience
Experience working in a cloud native product development environment
Understanding of the IT and business environment standards
Ability to promote I&IT project management best practices and adherence to standard methodologies
