Responsibilities
-Performs a range of engineering and project management work including internal technical reviews and verification
checks on analysis, reports and designs, procurement package development, participation in contract document
preparation.
-Oversees work carried out by multi-disciplinary consultants and contractors, including contract
management and administration, review and evaluation of change orders, construction claims, and requests for
information.
-Will be required to work out of head office or the field office as the project requirements dictate.
-Monitors and documents construction work schedules, risk registers and budgets. Assists to define, manage and control
project scope, schedule and budget.
-Makes conclusions and diagnoses problems based on a sound understanding and application of engineering principles in conveyance design and construction.
-Liaises and coordinates work with consultants, contractors, regulatory agencies, and internal groups as
required.
-Provides senior technical review of tender documents, requests for proposals, technical specifications and engineering
drawings; audits work of program staff to ensure technical standards, corporate and department policies and
procedures are met. Assists staff with the interpretation of contract documents and seeks legal advice as required.
-Reviews design specifications, other technical documents and contract documents to ensure compliance with corporate and industry standards, building codes and regulations. Ensures that projects within the overall program are built according to approved plans and specifications and meet the requirements of the project.
-Prepares and reviews a range of written material including reports, recommendations, technical memoranda and
technical specifications.
-Handles complex problems requiring inspection and liaison with contractors and other staff to investigate related
operating, construction, and design issues in order to ascertain alternatives. Assesses, evaluates and incorporates
technical requirements including input from external agencies and other internal departments.
-Explains difficult issues and works to establish consensus and compliance. Coordinates project activities, facilitates
communication and determines resources required.
-Identifies non-standard conditions and makes recommendations for remedy. Uses judgment to adapt and apply
procedures to address and resolve unusual or problem situations. Consults on difficult, complex or unusual matters or
decisions and provides progress and technical updates to senior staff.
Qualifications
-Bachelor of Applied Science or Engineering degree in a relevant engineering discipline with minimum 5 years of
relevant experience.
-Membership or eligibility for immediate membership as a registered Professional Engineer (P.Eng.) with the Engineers
and Geoscientists of British Columbia (EGBC).
-Sound technical knowledge and understanding of engineering principles and their application in design and construction of wastewater treatment facilities and related infrastructure.
-Excellent attention to detail including troubleshooting and resolving complex contractual issues. Demonstrated ability to
lead a complex series of project components and deliver projects on time and on budget.
-Demonstrated ability to manage a large, complex wastewater treatment facility construction project requiring
coordination amongst various divisions, disciplines, departments, external agencies, consultants and construction
contractors.
-Demonstrated contract administration and construction management skills, including contract negotiation and
administration, as well as risk management and claims mitigation.
-Ability to organize and prioritize a complex series of project components to meet multiple time based deliverables requiring a high level of detail and accuracy.
-Ability to communicate effectively both verbally and in writing including letters, reports and presentations. Ability to
explain difficult issues and work to establish consensus and compliance.
-Strong interpersonal skills and ability to build and maintain effective and respectful working relationships with internal and external contacts. Able to deal effectively with disagreements and prevent the escalation of conflict.
-Demonstrated ability to work in a team oriented work environment; contribute to the team with constructive ideas, information and experiences. Ability to supervise, coach and guide others while enhancing individual and team effectiveness. Ability to mentor and foster the development of more junior team members.
-Proficiency using Microsoft office programs, including Word, Excel, Outlook, and Project.
-Valid B.C. Class 5 Driver’s license.
