Responsibilities
• Provide project management for the Panorama solution – a large scale, complex and high profile solution that supports Ontario’s ISPA vaccination program
• Ensure project deliverables meet clients’ business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
• Interact with senior staff within the ministry and with external partners and manage relationships
• Lead organizational development, strategy development, business planning, and ministry funding requests.
• Gather and develop requirements to create and maintain a detailed project schedule and/or integrated plan
• Identify team members in various disciplines, clarify roles and responsibilities, and set task/ deliverable/performance expectations for resources that are both OPS unionized employees, as well as Fee for Service (FFS) consultants
• Resolve resourcing and inter-personal conflicts, negotiate changes to resourcing, ensure knowledge is shared among team members so that project objectives and deliverables are met
• Develop complex project budgets based on multiple funding channels and cross-ministry dependencies
• Effectively manage large project budgets and ensure a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals
• Use ministry project management tools for recording and reporting project/program data
• Participate in team meetings
• Create/update Integrated Project Management Plan (IPP), adjust and update IPP as per change requests
• Perform reviews of schedule, variance analysis, adjust leads and lags, and revise schedule
• Manage and monitor project progress, critical path activities, and report on slippage
• Create overall project status and project progress reports for project executives and stakeholders
• Identify and manage issues, review issue status, and produce issue logs
• Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed
• Articulate and prioritize issues and risks at senior executive levels, and recommends mitigation strategies for decision makers
• Review change requests, and prepare change requests report to be reviewed by Change Control Board, and adjust integrated project plan accordingly
• Create and provide knowledge transfer documentation as part of the knowledge transfer plan
• Participate in steering committee and stakeholder forums
• Provide project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels
• Promote OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology, and the control of the use of I&IT resources
• Adopt and adhere to OPS Unified I&IT Project Methodology, OPS/e-Health Ontario Gating process
• Be a demonstrated team player with a track record for meeting deadlines.
Qualifications
Building positive relationships by developing an understanding of business and deliverable needs
Experience with Digital Health Standards, including HL7 FHIR, Go cloud, Aws, implementation
Healthcare experience
Demonstrated experience in working with clinicians and Complex stakeholders to identify their business needs, and translate them into concise and complete requirements under tight deadlines
