Responsibilities
• perform system analysis, design, testing and implementation of applications and ensure they comply with strategy and standards.
• provide systems analysis and design expertise in the development and maintenance of the Ministry application systems
• analyze user requirements, generation of prototypes for user consultation and the design, testing, documentation, implementation and maintenance of applications
• coordinate analyses, develops, and implements solutions for complex problems
• consult with clients on the changes/modifications, recommend and develop training plans, and monitor operational performance
• plan application development activities, provide direction, guidance and technical support to programming staff and train junior team members
Qualifications
advanced technical knowledge of large hardware and software operations and utilities, productivity tools, client server architecture, mini-computer, PC technologies, online processing systems, web-based technologies, Commercial off-the-shelf (COTS) and database management systems
knowledge of rules-based engines based in COTS applications like Cúram
knowledge of front end, web-based technologies and data-mining/reporting-based COTS tools encompassing feasibility studies, requirements definition, analysis, prototyping, system design, implementation, testing and maintenance
knowledge of design methodologies in Internet-based and/or distributed environments
knowledge of Systems Development Life Cycle Methodologies, familiarity with ITIL Processes for Change/Release Management, use of object oriented and/or 3GL development tools, relational and hierarchical data base technologies, use of information retrieval packages using SQL and other query languages, one or more telecommunications protocols
