Responsibilities
1. Provide technical leadership and expertise to oversee the design, implementation, maintenance, operations, and support of critical identity and access management (IAM) services.
2. Provide technical advice and leadership to senior IT and business management on leveraging IAM solutions to modernize the delivery of public services, resolving complex business and technology problems and critical incidents.
3. Drive and lead a technical team of SME’s in order to develop, maintain (e.g. upgrade, refresh, patch) or support an I&IT solution or service. Responsible for all or part of the solution deliverable (including SDLC artifacts) in accordance to I&IT standards, ensuring high level of quality.
4. Define the work, standards, and processes to develop, maintain or support a solution or service. In a project context, culminating in a plan for solution components that informs an overall operational plan.
5. Manage the day-to-day work of operations team, which includes task assignments, managing priorities, monitoring technical team deliverables, and resolving problems and removing roadblocks. Ensures that the team accurately records time against operations and project activities (or tasks).
6. Provide updates to the Program Manager on progress, issues and risks of their deliverables.
7. Inform the architecture, privacy, security and AODA requirements and capabilities of the I&IT solution or service. Ensure compliance of deliverables with these requirements.
8. Define the resource needs for the delivery (e.g. design, analysis, construction, testing, deployment, documentation) of the I&IT solution or service. Creates resource plans with specific skill requirements to realize the development, maintenance or support of an I&IT solution or service.
9. Manage issues and risks (e.g. identifies, monitors, escalates, resolves, and reports) through the team. Escalate issues to the Program Manager. Informs the issues logs and risk registers for the overall project, if applicable.
10. Provide regular communication and status updates to the Program Manager.
11. Lead, facilitate, coordinate technical team meetings. Track action items, decision items, risks and issues that come out of meetings and updates the Program Manager.
12. Work closely with the Product Owner, Project Manager, Business Analysts, and Systems Analysts to ensure meeting the objectives of the project.
13. Inform or develop the artefacts for the procurement of services, resources or software.
Qualifications
1. Large Application Solutions and other technologies:
1.1. 10+ years experience in technology leadership roles for applications with of over 10,000 users.
1.2. 10+ years of experience designing, developing, deploying, and sustaining large application implementations based on the following technology products: Windows Internet Information Server (IIS), Oracle HTTP Server, Apache, IBM WebSphere, Oracle Database, Oracle Directory Server, Oracle Identity and Access Manager, Windows, and Linux.
1.3. Demonstrated experience in leading implementations of identity systems and identity management services.
1.4. Experience and in-depth knowledge of identity management protocols such as OAuth 2.0, OIDC and SAML 2.0.
1.5. Demonstrated experience with implementations of Single Sign-On (SSO) solutions, identity federations, including identity provisioning as well as multi factor authentication systems.
1.6. Experience with integrating identity systems with cloud-based identity services such as Okta, Azure AD B2C and Auth0.
1.7. Demonstrated experience with identity systems migrations.
1.8. Knowledge about Identity Verification Solutions.
1.9. Knowledge of IT Security Technologies, particularly encryption and authentication technologies.
1.10. Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management, and Capacity Management.
1.11. Demonstrated experience managing the implementation of application, infrastructure, and migration activities.
1.12. 10+ years of experience with quality control and assurance methodologies and practices as applied to the implementation of large applications.
1.13. Experience with Change Management and Release Management as processes supporting the implementation of large enterprise applications.
2. Technology Operations Leadership:
2.1. Demonstrated experience in leading the support of large technology applications to meet service levels and client expectations through teams comprised of multi-disciplinary resources and stakeholders.
2.2. Demonstrated experience in leading complex technical Proof of Concepts and providing reports including recommendations based on the results.
2.3. Demonstrated experience in leading the development and implementation of operational processes and business continuity plans.
2.4. Demonstrated experience in documenting, tracking, and managing issues and service requests including impact assessments of complex issues.
2.5. Demonstrated experience in providing clients with support for issue investigation troubleshooting and resolution.
2.6. Demonstrated experience in leading root cause analysis for infrastructure and application related issues and incidents.
2.7. Demonstrated experience in managing technical environments to ensure they are compliant with security requirements, both physically and at a systems level, as per industry best practices and documented guidelines.
2.8. Demonstrated experience in creation and review of build books, run books, operational and deployment guides and other operational processes as required.
2.9. Demonstrated experience in acting as a central point of contact for all incidents and problems in the day-to-day.
3. Vendor Management Experience:
3.1. Demonstrated experience working with and managing external vendor relationships.
3.2. Demonstrated experience drafting SOW, Work orders and contract negotiations.
4. Stakeholder Management:
4.1. Demonstrated experience effectively communicating with team, clients, various stakeholder, and senior Management.
4.2. Demonstrated experience reporting on progress of deliverables, milestones, issues, and risks to various audiences, including steering committees and formal status reporting.
4.3. Demonstrated experience preparing documentation such as Presentations, other technical documentation/deliverables (i.e. technical strategy document, option analysis) etc.
4.4. Experience providing updates and advice to senior management.
4.5. Experience presenting to executive steering committees responsible for project oversight and decision-making.
