Responsibilities
1. Drives and leads a technical/operational team of SMEs in order to develop, maintain (e.g. upgrade, refresh, patch) or support an I&IT solution or service. Responsible for all or part of the solution deliverables (including SDLC artefacts) in accordance to I&IT standards, ensuring high level of quality.
2. Defines the work, standards, and processes to develop, maintain or support a solution or service. In a project context, culminating in a plan for solution components that informs an overall Integrated Project Plan.
3. Manages the day-to-day work of solution team, which includes: task assignments, managing priorities (with competing system operational items), monitoring technical/operational team deliverables, and resolving problems and removing roadblocks. Ensures that the team accurately records time against operations and project activities (or tasks).
4. Provides updates to the Manager or Project Manager on progress, issues and risks of their deliverables.
5. Informs the architecture, privacy, security and AODA requirements and capabilities of the I&IT solution or service. Ensure compliance of deliverables with these requirements.
6. Defines the resource needs for the delivery (e.g. design, analysis, construction, testing, deployment, documentation) of the I&IT solution or service. Creates resource plans with specific skill requirements to realize the development, maintenance or support of an I&IT solution or service.
7. Manages issues and risks (e.g. identifies, monitors, escalates, resolves, and reports) through the team. Escalates issues to the Manager or Project Manager. Informs the issues logs and risk registers for the overall project, if applicable.
8. Provides regular communication and status updates to the Manager or Project Manager.
9. Leads, facilitates, coordinates technical/operational team meetings. Tracks action items, decision items, risks and issues that come out of meetings and updates the Manager or Project Manager.
10.Informs or develops the artifacts for the procurement of services, resources or software.
Qualifications
1. Large Identity and Access Systems
· 10+ years of experience implementing and sustaining (e.g. administration, operations, support, patching, monitoring, starting/stopping) COTS based identity and access management systems.
· At least 4 years of experience must be related to Entrust DataCard, Oracle Identity and Access Management Suite Plus.
· At least 4 years of experience must be related to implementations with over 10,000 registered users.
· Experience with Microsoft Active Directory Certificate Services
2. Large Application Solutions and other technologies
· 10+ years of experience designing, developing, deploying, and sustaining large application implementations based on the following technology products: Windows Internet Information Server (IIS), IBM HTTP Server, Apache, IBM WebSphere, Oracle database 10, 11g, 12c, Oracle Directory Server Enterprise Edition, Solaris, Windows, AIX and Linux.
· 2+ years of experience with Nagios and other system monitoring tools (e.g. Big Brother) Knowledge of IT Security Technologies, particularly encryption and authentication technologies such as PKI, PMI and SSL.
· Experience with ITIL processes such as Service Level Management, Problem Management, Change Management, Release Management, and Capacity Management.
3. Entrust DataCard Methodologies
· Experience with the implementation and support methodologies of Entrust DataCard for COTS implementations or other vendor equivalents (e.g. Oracle Application Implementation Methodology (AIM) or Oracle Unified Methodology (OUM) or Microsoft Active Directory Certificate Services (ADCS))
· At least two (2) new implementations of COTS, i.e. focus on design, build/construct, test, and deployment.
· At least one (1) migration (or re-implementation) from an unsupported release to a later release.
· Experience performing proof of concept of the options for remediating risk and improving stability
4. Quality Control, Assurance, Release Management
· 10+ years of experience with quality control and assurance methodologies and practices as applied to the implementation of applications with over 10,000 users.
· Experience with Change Management and Release Management as processes supporting the implementation of large applications.
· Experience with automated testing tools, such as Team Foundation Server
5. Knowledge of and skills in
· Oracle Applications, Systems/platform architecture, design, development, deployment and integration principles, practices and technology, in order to oversee the design and development of complex highly integrated systems platforms designed to support major government program and priorities.
· IAM Systems technology and methodology and practices, Microsoft Active Directory Certificate Services, Systems integration principles, practices, tools and techniques, in order to oversee and ensure the full integration of multiple components in multiple design platforms.
· OIAM 12C, Microsoft AD, Entrust PKI Suite and cEntrust DataCard, Oracle Identity and Access Management Suite Plus. Current and emerging I&IT trends, operational methods and technologies, in order to determine and select options for complex platform solutions development for complex integrated environments.
· Implementing and sustaining (e.g. administration, operations, support, patching, monitoring, starting/stopping) COTS based identity and access management systems.
· Architectural domains, infrastructure technologies and OPS development standards in order to review, provide authoritative advice, lead and coordinate the development and delivery of complex technology solutions.
· Current methodologies pertaining to systems analysis, design, development, testing and implementation methods, data, applications, networking and security, in order to direct and oversee systems platform design, development, deployment and maintenance.
· Risk management principles and best practices, in order to anticipate and understand the potential for risk in system failure/critical incidents; to develop risk management strategies and protocols to mitigate and minimize risk; and to lead resolution of critical incidents when they occur.
· Service delivery management, resource management and operational planning for multiple complex systems platforms, in order to manage and optimize the full platform life cycle.
· Project management principles, methodology, tools and best practices, in order to lead and manage multiple complex systems design and delivery projects to meet and sustain government program requirements.
