Developing web-based applications using Esri tools such as ArcGIS Enterprise, ArcGIS Dashboard, Experience Builder, Arcade or ESRI Web API for JavaScript, ArcPy
ArcGIS Pro as primary desktop GIS application and advanced knowledge of Geoprocessing tools
Managing & publishing services for ArcGIS Online, ArcGIS Portal and ArcGIS Server
Experience with front-end development using .NET framework, JavaScript, HTML, CSS, Responsive Design
Knowledge and understanding of Azure Cloud technologies and protocols
Experience creating maps and applications which adhere to WCAG AA 2.0 for accessibility

Responsibilities
Goal of the project is build a GeoHUB for discovering geospatial data related to childcare centers and related programs. An area to combine datasets, perform spatial analysis and visualize with maps and charts to discover insights and trends for the Early Years Division, Ministry of Education. This new initiative will consolidate the various standalone applications and maps such as ECLIPSE (location-based analytics), CCIS (location-based caseload assignment planning tool), CWELLC programs reporting and other ad-hoc mapping requests on to one platform to allow users a single point of entry to access geospatial data and analytics. The website will be hosted on a cloud-based infrastructure to allow for improvements to access, ease of use and single sign-on. It will be scalable to include other divisions in the Ministry as the need arises. The website can be made accessible to both internal ministry staff and to the BPS (School Boards, RQ04830
Qualifications
Knowledge and experience with: 3-tier systems design, Geographic Information Systems (GIS) theory, cartography, spatial information principles, model building, geo-processing, and the ESRI suite of ArcGIS applications; knowledge of web-service technology including data transfer, Web Mapping Services (WMS), and Web Feature Services (WFS)
