We are seeking an experienced Business Systems Analyst to lead the requirements and analysis phase for a web-based modernization project. This initiative involves migrating legacy data management systems to a new digital solution to improve the collection, storage and distribution of regulatory data. Pay Rate: $58.74- $65.44/Hr

Responsibilities
- Gather, validate, and document business, functional, and non-functional requirements while identifying opportunities for process improvement.
- Develop "as-is" and "to-be" business processes, activity diagrams, and entity relationship diagrams using BPMN and UML.
- Compose functional design specifications, including UI/UX wireframes, screen mock-ups, and report layouts.
- Work within Agile/Scrum frameworks to write and edit user stories, managing project tasks via tools like Jira and Confluence.
- Lead UAT activities, provide QA support, and track, triage, and resolve project defects and issues.
- Prepare operational procedures and training materials, deliver user training, and facilitate the final solution rollout.
- Support technical teams in ensuring adherence to accessibility standards, security threat assessments, and privacy impact assessments.
Qualifications
- 6+ years of progressively responsible experience in medium to large-scale IT projects, specifically focused on modernization and legacy system replacement.
- Extensive experience facilitating joint-application-design (JAD) sessions, interviewing subject matter experts, and mapping complex business processes.
- Proven track record in creating data modeling blueprints, architecture diagrams, and detailed technical design specifications.
- 3+ years of hands-on experience using Agile, Scrum, or Kanban methodologies.
- Highly developed interpersonal and communication skills with a strong customer service orientation.
- University degree in Computer Science or a related discipline (or equivalent experience).
