As part of the AJISS Coastal Support team, the Technical Specification Writer will support the Royal Canadian Navy Arctic and Offshore Patrol Vessels (AOPV) and Joint Support Ship (JSS) class vessels managed by Thales under the AOPS & JSS In-Service Support (AJISS) contract. Accountable to the Resource Manager – Coastal Support but responsive to the Coastal Engineering Services Manager, the Technical Specification Writer supports the Service Delivery and Engineering teams with writing specifications and Statement of Work (SOWs) for corrective maintenance for various systems and equipment. This will include ensuring that Class Societies and objective quality evidence (OQE), amongst others, are duly captured. In this role, the incumbent frequently liaises with various stakeholders including ships staff and Fleet Maintenance Facilities (FMF) work centers.

Responsibilities
Essential Functions / Key Areas of Responsibility
The Technical Specification Writer is responsive to the AJISS Engineering Services Lead and is required to:
· Develop Work Instructions and Statements of Work (SOW) to support the resolution of defects
· Liaise with OEMs, service providers FMF work center and ship staff to understand the nature of defects to be resolved
· Conduct investigations either on board the ship while alongside or within the Technical Document Package (TDP)
· Support the LCMM & Engineering team by communicating inadequacies within the TDP and propose improvement/corrections
· Support the LCMM & Engineering team with the creation of Deviations & Waivers as corrective maintenance activities are planned and executed
· Support the Service Delivery team as required with the management of Service Providers conducting corrective maintenance work on board the ships
· Develop a good working relationship within Thales and the customer's organization to ensure coordination and rapid resolution of defects
· Identify materiel(s) required to support resolution of defects and place demands against associated jobs within Thales’ Maintenance Management Information System
Qualifications
Minimum Requirements: Skills, Experience, Education, Technical/Specialized Knowledge, Certifications, Language
· 2-year technical diploma program in an electrical field offered by a recognized technical institute; or Military QL5 certification in an approved Electrical Trade;
· Minimum of 3 years of technical professional work experience demonstrated in the marine/offshore sector within the last 10 years;
· Strong working knowledge in the maintenance, operation, design and/or troubleshooting of a wide range of marine electrical systems;
· Strong communication skills (oral and written);
· Team player;
· Fluent in English;
· Expert knowledge of Microsoft Office products.
Preferred Qualifications
· 3-year technical diploma program in an electrical field offered by a recognized technical institute
· Certified as a technologist by a recognized provincial, state, or federal (National) licensing body in a relevant field
· Military QL-6B certification in an approved Electrical Trade;
· Minimum of 5 years of demonstrated technical professional work experience in the marine/offshore sector within the last 10 years;
· Industrial Electrician Canadian Red Seal
· Familiarity with workplace health and safety requirements, in particular LOTO, Hot Work and Confined Space procedures
· Previous experience or working with the Royal Canadian Navy / Canadian Coast Guard;
· Familiar with certification requirements including but not limited to Classification Society, SOLAS/IMO, IEEE, CSA, Naval Ship Code, and DND regulations is an asset;
· Certified as a technologist by a recognized provincial, state, or federal (national) licensing body in a relevant field
· DRMIS experience is an asset.
Physical Demands
· Mix of office work and work in dockyards and onboard Naval Ships;
· Will be required to undertake inspections in machinery spaces of Naval ships involving bending and twisting;
· Willing to work aloft and in confined spaces on board ships (training to be provided);
Top 3 Skills:
Technical diploma in an electrical field
3 years of technical professional work experience (marine industry preferred but not mandatory); knowledge in maintenance, operation, design, and/or troubleshooting
Familiarity with workplace health and safety requirements, especially LOTO, Hot Work, and Confined Space procedures (highly preferred)
