We are seeking two 2 Senior Project Leaders/Executives for a high-visibility, multi-billion dollar federal program. This is not just a project management role; it is a legacy-building opportunity to define the infrastructure backbone for a next-generation aerospace capability. You will lead a critical infrastructure project overseeing 33 distinct elements—from power grid modernizations to advanced mission system support centers—spanning the entire country. Act as a primary Subject Matter Expert, providing the strategic data and options that allow Senior Management to choose confidently among multi-million dollar investment paths. This role offers unparalleled exposure to federal oversight bodies, independent review panels, and international partners.

As a Subject Matter Expert, you will provide senior management with the essential information and options needed to make multi-million dollar investment decisions.
Responsibilities
- Assist government executives in defining the scope, deliverables, and implementation conditions for large-scale infrastructure acquisitions.
- Liaise with remotely based teams at various national wings to ensure compatibility and commonality across all infrastructure solutions.
- Ensure a perfect match between completed, accredited, and certified infrastructure and the intended operational requirements of the aerospace fleet.
- Prepare and manage critical project documentation, including Business Cases, Charters, and Treasury Board Submissions.
- Coordinate and monitor specialized requirements for IM/IT capability, Command and Control (C2) systems, and data sharing bandwidth capacities
- Coordinate activities between project management offices, technical authorities, and external federal departments.
- Participate as an advisory member throughout all project phases, including Identification, Options Analysis, Definition, and Implementation.
- Define and monitor project objectives, schedules, and budgets to ensure all milestones are met.
- Conduct activities with key stakeholders, including senior military officials, international aerospace partners, and central agencies.
- Draft detailed briefing notes, ministerial inquiries, and Access to Information (ATIP) responses for senior government leadership.
Qualifications
- Must hold a valid Secret level Security clearance and be registered (or eligible for registration) in the Controlled Goods Program (CGP).
- Possess a university degree (PhD, Graduate, or Undergraduate) or a College/CEGEP Diploma/Certificate in a relevant field.
- Must have a recognized professional certification relevant to project management or executive leadership.
- Leadership experience in the fields of Air Combat Operational or Systems Capabilities and/or Major Military Capital Acquisition project management.
- Proven experience preparing complex project documents (e.g., Strategic Context Documents, PCRA, or Memoranda to Cabinet) in the context of a capital asset project.
- Experience specifically related to aviation/aerospace infrastructure projects (e.g., airfields, operational command centers, or squadron maintenance facilities).
- Able to provide strategic advice and/or project management within the realm of Fighter Air Operations or Air Combat Systems.
- Knowledge of Special Access Programs (SAP/SAPF), including U.S. DoD and Canadian equivalents such as ITAR, TEMPEST, or SCIF standards.
- Proven ability to handle construction delays, industry-specific regulations (ISO), and extensive stakeholder engagement across federal departments.
