Responsibilities
End-to-End Project Execution: Lead technical staff, vendors, and interdivisional stakeholders through the full SDLC—from initial project chartering to final production hand-off.
Strategic Planning: Manage detailed scope requirements, budgeting, resource allocation, and integrated scheduling for large-scale capital projects.
Executive Reporting: Prepare and deliver high-level presentations and recurring status reports to executive sponsors, Division Heads, and steering committees.
Governance & Compliance: Oversee project activities to ensure compliance with AODA (Accessibility), STRA (Security Threat and Risk Assessment), and PIA (Privacy Impact Assessment) standards.
Organizational Change Management (OCM): Develop and execute Change Management Plans; apply assessment tools to evaluate culture, readiness, and resistance to ensure successful solution adoption.
Vendor & Contract Management: Lead contract negotiations and oversee vendor performance to ensure business solution delivery meets agreed-upon quality and technical standards.
Quality Assurance: Review test plans and results, track defects in large-scale environments, and assure the quality of software delivered by the project team.
Qualifications
Experience: 10+ years of hands-on experience in large-scale project and program management within government or large private sector organizations.
Technical Progress: 10+ years of progressive experience leading IT projects using Agile, Waterfall, and Iterative methodologies.
Certification: Active PMP® Certification in good standing is mandatory.
Education: University degree in Computer Science, Business Administration, Finance, or an equivalent combination of education and experience.
Core Competencies: Extensive experience in business process mapping (BPM/BPMN), JAD sessions, impact analysis, and overseeing complex documentation (architecture diagrams, technical design specs).
Public Sector Expertise: Proven track record in modernization and legacy system replacement projects within a municipal or government setting.
Soft Skills: Tenacious leader with excellent communication skills; able to influence stakeholders and support teams during peak workloads.
