Responsibilities
âą Lead three concurrent GIS infrastructure projects including modernization, maintenance, and platform upgrades
âą Develop project schedules, resource plans, budgets, risk assessments, and deliverable trackers
âą Coordinate and manage cross-functional teams including full-time staff and consultants
âą Oversee software patching, middleware upgrades, cyber security initiatives, and platform analytics implementations
âą Facilitate stakeholder meetings, status reporting, and governance activities
âą Maintain program-level and project-level documentation and compliance
âą Manage vendor relations, contract deliverables, and external dependencies
âą Ensure alignment with IT best practices, accessibility standards, and architecture principles
âą Monitor costs, forecast resource allocations, and ensure fiscal accountability
âą Identify, analyze, and mitigate risks proactively
âą Promote change management and adoption of new technologies and practices
Qualifications
Must Have:
âą 5+ yearsâ experience leading complex, large-scale IT projects
âą Experience with Esri-based GIS solutions including:
âą ArcGIS Portal, ArcGIS Online, ArcGIS Server, ArcGIS Image Server
âą Geospatial infrastructure, middleware, and service delivery platforms
Experience leading projects involving:
âą Microsoft Azure
âą Oracle Spatial
âą Enterprise storage, networking, and midrange servers
Proven record in:
âą Budget development and management
âą Team leadership and conflict resolution
âą Project governance, reporting, and communication with executive stakeholders
âą Strong knowledge of project scheduling tools and documentation standards
âą Ability to manage change in a dynamic, multi-stakeholder environment
âą Familiarity with Digital Assessments, Cybersecurity, and Architecture review processes
Nice to Have:
âą PMP certification or formal training in PMIâs Project Management Body of Knowledge
âą Experience leading projects within a structured cluster or agency setting
âą Understanding of the Accessibility for Ontarians with Disabilities Act (AODA)
âą Familiarity with IT modernization principles and âDigital Firstâ approaches
âą Previous experience coordinating with government IT oversight bodies
