Responsibilities
- Project Governance: Lead the end-to-end project lifecycle for application, infrastructure, and migration activities, adhering to standard methodologies and government standards.
- Agile Leadership: Facilitate the Agile/Scrum framework, including backlog management, sprint planning, daily stand-ups, reviews, and retrospectives.
- Technology Procurement: Manage the full lifecycle of public procurements (RFB development, evaluation, and award) for contracts valued over $2M.
- Financial Control: Develop complex budgets across multiple funding channels, providing accurate forecasts and maintaining strict fiscal accountability.
- Technical Oversight: Manage enterprise solutions involving OpenShift, WebSphere, DataPower, Cloud Automation Manager, and Ansible.
- Stakeholder Management: Present progress, risks, and mitigation strategies to senior executive steering committees and multi-stakeholder forums.
- Resource Management: Source and onboard multidisciplinary teams, clarifying roles and managing performance expectations for both unionized staff and consultants.
Qualifications
- Senior Experience: 10+ years in technology project management, with 5+ years specifically leading large-scale technology procurements.
- Cloud & Enterprise Stack: Demonstrated experience managing solutions with IBM Portal, WebSphere, DataPower, OpenShift, Ansible, and Oracle Databases.
- Procurement Expertise: Proven track record in the public procurement lifecycle, including drafting SOWs and negotiating multi-year vendor contracts.
- Methodology Mastery: Expert knowledge of the Agile/Scrum framework and ITIL Foundations (Service Level, Problem, and Change Management).
- Technical Breadth: Knowledge of application/infrastructure design and experience with tools such as UrbanCode, Velocity, Cognos, and Informatica.
- Communication: Exceptional ability to articulate technical strategy and risk assessments to senior executives and decision-makers
