Our client is looking for a Senior Business Analyst for a 3 month contract in Toronto.

Responsibilities
• Lead and conduct business analysis across Alpha and early Beta/MVP planning, ensuring all documentation and analysis align with OPS Unified I&IT Project Management Methodology, Enterprise Architecture, Gating processes, and Agile/OPS development standards.
• Develop, document, refine, and maintain business requirements, including functional, non-functional, regulatory, compliance, and data requirements, ensuring traceability from Discovery outputs to Alpha prototypes and into MVP backlog preparation.
• Elicit, analyze, and synthesize requirements using advanced business analysis techniques (use cases, conceptual/logical data models, process & data flow modelling, business rules, transformation analysis, non-functional requirements).

• Analyse prototype and user testing feedback, documenting insights, impacts, and revisions to requirements, business rules, and process flows to support iterative Alpha development.
• Prepare decision-ready documentation (options analysis, recommendations, business impacts, readiness considerations) for governance bodies (PSC, JESC, and ARB as applicable), supporting the PM and Architect in ensuring alignment to OPS expectations.
• Develop future-state business and service process models, incorporating Discovery findings, Alpha learnings, enterprise standards, and expected future regulatory/business operating models.
• Collaborate closely with architecture to ensure requirements are technically feasible, aligned with OPS EA artefacts, TRA, GovTechON target state, data/information architecture, and digital health standards where relevant.
• Support backlog creation and refinement for Beta/MVP, ensuring Alpha outputs (requirements, models, user journeys, data needs) are structured for reuse and converted into clear, testable user stories and acceptance criteria.
• Identify and document risks, issues, assumptions, and dependencies related to business requirements, service design, prototype testing, and stakeholder impacts; recommend mitigation strategies.
• Develop or contribute to user documentation and operational readiness materials, ensuring program areas have the necessary clarity regarding business process changes emerging from Alpha.
• Provide BA-specific reporting to I&IT management, PM, and program leadership, including updates on requirement maturity, decision inputs, progress against plan, and emerging complexities requiring governance attention.
• Promote and apply OPS digital and accessibility standards, ensuring BA outputs support compliance with the Ontario Digital Service Standard, AODA, privacy, and security requirements.
