Responsibilities
- Stakeholder Engagement: Interact with business stakeholders and subject matter experts to understand, document, and analyze requirements through interviews, JAD sessions, and mockups.

- Modeling & Documentation: Conduct business, use case, conceptual data, and process flow modeling. Define business rules and non-functional requirements.
- Agile Leadership: Manage the product backlog, support the Scrum Master during sprint planning, and create high-quality user stories/epics.
- Governance & Standards: Ensure all business analysis activities align with Enterprise Architecture, gating processes, and standard systems development methodologies.
- Performance Tracking: Develop traceability matrices and performance measures for business analysis evaluation; resolve problems and report progress to I&IT management.
- Communication: Prepare and present complex briefing materials, issues management responses, and proposals for senior executive decision-making.
Qualifications
- Experience: 10+ years of dedicated business analysis and requirements gathering experience, preferably within a government or similarly complex setting.
- Framework Expertise: Strong knowledge of Rational Unified Process (RUP) and the Zachman Framework (Business, Information, Application, Technology, and Security architectures).
- Agile Proficiency: 5+ years of experience with Agile project management, including backlog management and sprint support.
- Technical Breadth: Experience with cloud-hosting, micro-services integration, and CASE tools to document conceptual scope.
- Strategic Skills: Proven track record in developing complex funding packages and conducting in-depth cost-benefit analysis.
- Soft Skills: Exceptional negotiation, facilitation, and interpersonal skills; able to build rapport with stakeholders and drive successful outcomes.
- Compliance Knowledge: (Desired) Familiarity with AODA, FIPPA, PHIPA, and public sector gating processes.
