Responsibilities
Requirement Management: Lead and conduct business analysis to assess, prioritize, and document requirements, ensuring technology solutions can be delivered iteratively.
Data & Analytics: Apply data mining and scripting techniques to enable reporting solutions; coordinate data interface use cases and ETL specifications.
Business Modeling: Conduct conceptual and logical data modeling, business process re-engineering, and use case surveys to define business rules and non-functional requirements.
Specialized Integration: Support the implementation and integration of Medical Triage Algorithms (such as MPDS) and Computer Aided Dispatch (CAD) applications.
Strategic Planning: Develop business cases, cost-benefit analyses, and feasibility studies for emerging I&IT priorities.
Governance & Standards: Ensure all deliverables align with Enterprise Architecture, Gating Processes, and information management methodologies.
Quality Assurance: Support QA activities and develop performance measures for business analysis evaluation.
Qualifications
Core Experience: 10+ years of experience in business analysis, specifically on large-scale, complex, and mission-critical IT projects.
Data Expertise: Extensive experience with data-related projects including Data Analytics, ETL, Data Visualization, and Business Intelligence.
Public Safety Background: Proven experience working in public safety environments (Ambulance, Fire, or Police) and familiarity with telephony/radio technologies (IP telephony, Avaya, P25).
Technical Proficiency: Strong skills in information architecture, API/interface design, data modeling, and data warehousing concepts.
Specialized Knowledge: Demonstrated experience implementing medical triage algorithms like MPDS.
Communication & Negotiation: Exceptional verbal and written communication skills with a track record of bringing clarity to conflicting business requirements.
Methodologies: Proficiency in Agile methodologies and structured design/implementation frameworks.
