Responsibilities
Procurement Support: Lead the development of comprehensive requirements packages and technical content for RFP/RFS (Request for Proposal/Services) documents.
LMS Implementation: Lead elicitation sessions through workshops and interviews to define the functional specifications and integration requirements for a large-scale Learning Management System.
Process Engineering: Analyze current-state and future-state learning processes, identify gaps, and develop detailed process maps and user stories.
System Integration: Define requirements for integrating the LMS with critical enterprise systems, including HR platforms, identity management tools, and reporting engines.
Strategic Governance: Prepare business cases, financial models, and impact analyses to support Treasury Board submissions and executive decision-making.
Change Management: Develop business re-engineering models and change management strategies to ensure smooth adoption of new technologies and service delivery models.
Compliance & Standards: Ensure all requirements are complete and aligned with AODA (Accessibility), privacy, security, and enterprise technology standards.
Stakeholder Influence: Navigate complex stakeholder environments to build consensus, manage competing priorities, and provide strategic advice to senior executives.
Qualifications
Core Experience: Extensive experience in business analysis, specifically leading large-scale enterprise software implementations (LMS experience preferred).
Technical Documentation: Expert proficiency in developing process maps, functional specifications, use cases, and traceability matrices.
Procurement Expertise: Demonstrated experience supporting formal procurement processes and developing RFP/RFS content.
Analytical Skills: Strong background in financial modeling, feasibility analysis, and business case development.
Communication: Exceptional oral and written communication skills, with the ability to prepare executive-level briefings and presentations.
Interpersonal Skills: Proven ability to influence and build consensus across diverse, multi-disciplinary teams in a fast-paced environment.
Standards Knowledge: Familiarity with AODA, privacy, and security requirements within a public sector or highly regulated context.
