Responsibilities
Requirements Elicitation & Analysis: Lead requirements development, including elicitation, elaboration, specification, and validation using JAD and Sprint session facilitation.
Solution Design Support: Conduct business and use case modeling, conceptual/logical data modeling, and process mapping for current and future states.
Strategic Planning: Perform feasibility analyses, project scoping, and provide detailed work estimates and business cases for I&IT initiatives.
Agile Delivery: Document user stories, manage product backlogs, and lead sprints to ensure iterative and timely delivery of software products.
Testing & Quality Assurance: Review technical design documents, define integration and user acceptance test plans, and manage defect logs.
Governance & Compliance: Ensure compliance with enterprise architecture (e.g., Zachman framework), AODA standards, and official digital service assessment processes.
Stakeholder Management: Collaborate with business areas, I&IT clusters, and third-party vendors to resolve issues, manage risks, and coordinate project interdependencies.
Qualifications
Experience: 10+ years of experience in business analysis, specifically within large integrated mainframe and mid-tier environments.
Methodologies: Extensive knowledge of the SDLC, including structured Waterfall, Agile, and iterative methodologies.
Technical Skills: Proficiency with requirement management tools such as Azure DevOps, Jira, HP ALM (Quality Center), and PowerDesigner.
Modeling Expertise: Demonstrable experience with Business Object Oriented Modeling and UML tools and techniques.
Legacy Transformation: Experience supporting legacy application transformation and implementing COTS solutions (e.g., Oracle Siebel).
Communication: Exceptional analytical, negotiation, and presentation skills with the ability to build consensus among diverse stakeholder groups.
Public Sector: Prior experience within the public sector, specifically navigating Architecture Governance Points and Digital Service standards, is highly preferred.
