Responsibilities
Requirements Management: Lead elicitation, analysis, and validation of functional and non-functional requirements. Utilize storyboarding in Azure DevOps and Jira to define user epics and stories.
Strategic Planning: Author high-quality business cases, conduct feasibility analyses, and provide detailed project work estimates for corporate governance approvals.
Modeling & Design: Develop Business Process Models, Data Models (conceptual/logical), and System Use Cases using UML techniques and tools like PowerDesigner.
Agile Leadership: Facilitate JAD/Sprint sessions and lead sprint planning and backlog refinement within Agile and iterative delivery frameworks.
Modernization Support: Analyze and document requirements for modernizing legacy mainframe systems and implementing COTS solutions (e.g., Oracle Siebel).
Testing & QA Support: Collaborate with QA teams to review test strategies, define integration and User Acceptance Test (UAT) plans, and manage defect logs using HP ALM.
Stakeholder Engagement: Facilitate project walkthroughs at key milestones and act as a liaison between business units, IT clusters, and vendor partners.
Reporting: Create automated status reports and performance dashboards using Microsoft Power BI.
Qualifications
Core Experience: Extensive background as a Senior BA in large-scale enterprise or public sector environments.
Methodologies: Mastery of the SDLC, including Waterfall, Agile, and the Zachman Framework. Familiarity with Public Sector Digital Service Standards is highly preferred.
Technical Proficiency: Hands-on experience with Jira, Azure DevOps, HP ALM, PowerDesigner, and Power BI.
Legacy Systems: Proven experience working with integrated mainframe environments, online batch processing, and financial reconciliation transactions.
Artifact Development: Demonstrated ability to produce a wide range of deliverables, including BRDs, FSDs, Requirements Traceability Matrices (RTM), and Request for Bids (RFB).
Specialized Knowledge: Understanding of public services related to licensing, registration, enforcement, and fraud prevention is a significant asset.
Soft Skills: Exceptional analytical problem-solving skills and the ability to present complex technical information to non-technical stakeholders.
