We are seeking two seasoned professionals; a Senior Business Consultant and a Senior Business Analyst to support a high-profile enterprise transformation within a major Federal Government department. This initiative represents a multi-year modernization of core personnel management infrastructure, essential to national operational readiness and organizational efficiency. In this role, you will play a pivotal part in shaping the strategic roadmap for a large-scale digital and organizational shift. You will provide expert guidance to executive-level stakeholders and lead the development of comprehensive Treasury Board submission materials. Your work will ensure the program remains defensible and strategically aligned through complex, multi-tranche approval cycles.

Responsibilities
- Strategic Submissions: Develop TB-ready materials, including programme briefs, tranche submissions, and project-level packages.
- Analysis & Planning: Conduct robust options analysis, risk assessments, and benefits realization plans to ensure a defensible strategic case.
- Collaboration: Work within the Defence 365 environment to facilitate recorded meetings and stakeholder collaboration.
- Advisory: Provide high-level strategic guidance on complex interdependencies between policy, legislation, and enterprise-wide technology transformation.
Qualifications
- Validly held Security Clearance at the Reliability level or above.
- Proven experience in Government of Canada (GoC) enterprise-level transformations.
- Deep expertise in the Treasury Board Project Approval and Delivery process.
- Strong capability in developing complex financial and strategic justifications for large-scale IT/Personnel systems.
- Ability to navigate the Defence Wide Area Network (DWAN) and Protected B data environments.
