Responsibilities
- Consult on organizational issues affecting project business objectives.
- Advise on implementing business systems and process improvements for Business Planning, Financial Management, Human Resources, and Facilities Management to maximize efficiencies.
- Analyze and report on departmental lateral accountabilities and the Program’s capacity to deliver initiatives or policy changes.
- Develop options and business cases to assist management with program change decisions.
- Review, analyze, and/or update the Program's financial audits and procurement control frameworks.
- Conduct in-depth analysis of Program, Project, and Activity Costing, delivering reports with recommendations on financial impacts and options.
- Evaluate financial management processes, procedures, and guidelines, and assess proposed Service Level Arrangements and Memoranda of Understanding.
- Report on financial and procurement compliance with Treasury Board and Public Service Procurement Canada guidelines.
- Analyze and/or develop applicable corporate policies (e.g., Defence Administrative Orders and Directives) and report on potential program impacts.
- Establish stakeholder management plans and provide recommendations.
- Develop outcome management plans and related processes for the Land Cybersecurity Mission Assurance Program, ensuring alignment with the Departmental Results Framework.
Qualifications
- Must hold a valid Secret Clearance and be eligible for Controlled Goods Program (CGP).
- Master's degree in Project Management from a recognized Canadian post-secondary institution.
- Valid and relevant professional certification as a Business Consultant.
- Fluently bilingual (ENG/FRE).
- Experience in Complex Project Management, such as; developing strategic and business plans, departmental framework reports, financial planning and resource requirements.
- Experience in Advanced Business Analysis and Financial Documentation.
- Familiarity of Defence information systems is a strong asset.
