Responsibilities
•Leading the development and execution of change management strategies to support large scale digital or organizational initiatives
•Assessing stakeholder impacts and conducting readiness assessments across business units
•Designing and delivering communication plans, training materials, and engagement activities
•Working closely with project teams, executives, and business leads to ensure alignment between change initiatives and program objectives
•Identifying risks to adoption and resistance points, and developing mitigation strategies
•Supporting users through transitions by promoting awareness, understanding, and adoption of new processes or technologies
•Monitoring and measuring change effectiveness through feedback, metrics, and continuous improvement efforts
Qualifications
•Extensive experience (often 8–10+ years) leading change management initiatives on large, complex transformation projects
•Proven ability to develop and execute change strategies, stakeholder engagement plans, and communication approaches
•Strong background in organizational change methodologies such as Prosci, ADKAR, or similar frameworks
•Experience working with senior leadership and influencing decision making at the executive level
•Demonstrated ability to assess organizational impacts and manage resistance to change
•Excellent communication skills, both written and verbal, with experience creating presentations, reports, and training materials
•Experience working in or with government organizations, with an understanding of public sector processes and governance
•Ability to work in fast-paced, evolving environments while managing multiple priorities
Preferred (asset) qualifications may include:
•Change management certifications (e.g., Prosci certification)
•Bilingualism (English and French), especially in federal contexts
•Experience with large scale digital transformations or cloud based initiatives
•Familiarity with project management frameworks such as Agile or Waterfall
