Responsibilities
Data Architecture & Modelling
- Design and maintain enterprise-level data architectures tailored for complex public health systems.
- Develop logical and physical data models for diverse health datasets, including patient, encounter, immunization, and surveillance data.
- Implement modern data frameworks, utilizing Data Lakehouse and Medallion Architecture (Bronze/Silver/Gold) on cloud platforms.
- Ensure data normalization, dimensional modeling, and robust metadata management.
Interoperability & Standards
- Lead the implementation and profiling of HL7® FHIR® resources to ensure seamless data exchange.
- Align all architectural designs with Canadian health data standards, including SNOMED CT and LOINC.
- Support data integration across varied environments, including EHR, EMR, and public health systems.
Governance & Security
- Define and enforce data governance, privacy, and security standards in compliance with PHIPA and FIPPA.
- Implement role-based access controls and identity management frameworks (OAuth2, OpenID Connect).
- Support audits and governance reviews by maintaining precise documentation and audit artifacts.
Collaboration & Strategy
- Work closely with vendors and public health experts to ensure the architecture meets clinical and business needs.
- Provide technical leadership in Azure and Databricks environments.
- Communicate complex technical concepts to non-technical stakeholders and executive leadership.
Qualifications
Experience & Core Requirements
- Must Have: 8+ years of experience in Data Modeling and Architecture (Conceptual, Logical, and Physical).
- Must Have: 8+ years of deep expertise with HL7® FHIR®, including resource profiling and Implementation Guides (IGs).
- Must Have: 8+ years of experience with Canadian health standards (SNOMED CT, LOINC).
- Must Have: 8+ years of proficiency with FHIR tools such as Forge, IG Publisher, and Simplifier.net.
- Proven experience with cloud-based platforms, specifically Azure and Databricks.
Technical Skills
- Strong knowledge of SQL, Python, and R for data manipulation.
- Experience with ETL tools (e.g., Informatica) and API-based exchange (HAPI FHIR).
- Familiarity with Enterprise Architecture tools such as Sparx EA or ArchiMate.
- Comprehensive understanding of the Personal Health Information Protection Act (PHIPA).
Education
- Bachelor’s or Master’s degree in Computer Science, Health Informatics, or a related field.
