Responsibilities
- Strategic Portfolio Leadership: Develop and execute a portfolio strategy aligned with organizational digital modernization goals. Drive alignment between technical delivery and tangible business outcomes.
- TDO Operationalization: Lead the maturation of the Technology Delivery Office (TDO). Establish and operationalize governance, intake, prioritization, and delivery frameworks.
- Service Delivery ("Factory") Model: Define a repeatable model for how technology services are designed, delivered, and consumed. Establish standardized processes, templates, and SOPs to transition the organization to a scalable services model.
- Vendor & Strategic Governance: Manage complex relationships with major consulting firms and technology vendors. Strengthen financial transparency, delivery accountability, and performance measurement.
- Executive Stakeholder Management: Build and maintain relationships at the senior leadership level, translating complex technical roadmaps into executive-level dashboards and health reports.
- Modern Delivery Oversight: Oversee concurrent workstreams across cloud, security, and data platforms using Agile, DevOps, and Scaled frameworks (e.g., SAFe).
- Change Management: Develop and execute strategies for technology adoption, including agile coaching and delivery practice improvement across the enterprise.
Qualifications
- Portfolio Leadership: 10+ years of experience leading large-scale enterprise technology transformations, managing multiple concurrent initiatives across cloud and data platforms.
- Strategic Partnerships: 10+ years of experience managing complex vendor relationships and strategic consulting partnerships in high-visibility, regulated environments.
- Methodology Expertise: Deep expertise in portfolio management methodologies (e.g., PfMP) and enterprise architecture frameworks (e.g., TOGAF).
- Modern Delivery Mastery: Proven experience with Agile, DevOps, and Scaled Agile Framework (SAFe) implementations at the enterprise level.
- Organizational Navigation: Proven ability to navigate complex technical dependencies and competing stakeholder priorities in a public sector or highly regulated context.
- Financial Acumen: Strong experience managing large portfolio budgets and resource allocation across multiple workstreams and vendor contracts.
