Privacy Risk Analysis & Mitigation: Analyze business architectures, data flows, and technical designs to identify personal information risks and propose actionable countermeasures to business leads.
Legislative & Policy Analysis: Interpret and apply relevant privacy legislation, regulations, directives, and jurisprudence to ensure full compliance across all information management lifecycles.
Data Flow & Process Mapping: Analyze and create detailed data flow diagrams and business process models to trace personal information collection, use, disclosure, retention, and disposal.
Cross-Functional Stakeholder Consultation: Consult, negotiate, and mediate across multidisciplinary groups—including IT security specialists, software developers, business leads, and legal advisors—to gather critical PIA input.
Report Authoring & Executive Briefings: Author formal Privacy Impact Assessment Reports, executive briefing notes, risk registers, and decision records for senior management review.
Privacy Education & Training: Develop and deliver privacy awareness materials, best-practice guides, and training modules to build privacy capability across client groups.
Records Management & Governance: Ensure information handling practices align with corporate records management standards, retention schedules, and information security controls.
Qualifications
Public Sector PIA Leadership: Proven experience leading, managing, or supporting Privacy Impact Assessments (PIAs) in a public sector environment (Strictly Required).
Privacy Legislation & Jurisprudence: Deep knowledge and practical experience applying Ontario privacy statutes (FIPPA, MFIPPA, PHIPA), regulations, and Information and Privacy Commissioner (IPC) jurisprudence (Strictly Required).
Privacy & Security Concepts: Strong expertise in privacy-enhancing concepts, security controls, risk management frameworks, and Fair Information Practices (Strictly Required).
Stakeholder Facilitation & Data Flow Mapping: Proven ability to lead cross-functional consultations, gather input from technical/business SMEs, and analyze data flow diagrams (Strictly Required).
Nice-to-Have Assets:
Hands-on experience delivering PIAs specifically for digital, cloud, or IT-based platforms.
Prior experience within an Ontario Public Service (OPS) or broader public sector context.
Familiarity with federal privacy laws (PIPEDA) or international privacy frameworks.
