Responsibilities
âą Strategize and implement program management for RMS/CAD-related initiatives
âą Develop business cases, TB/MBC submissions, and RFB documents
âą Lead cross-functional teams in planning, executing, and delivering integrated justice systems
âą Oversee budget, timelines, risk mitigation, and governance documentation
âą Conduct cost/benefit and business analysis to align program delivery with business goals
âą Ensure compliance with industry standards, OPS policies, and architecture gating processes
âą Maintain executive-level reporting, facilitate program steering committees and working groups
âą Manage vendor contracts, procurement planning, and fairness commissioner coordination
âą Mentor and guide internal staff, ensuring full knowledge transfer and sustainment
âą Lead organizational change efforts and roadmap development for modernization
Qualifications
Must Have:
âą đ In-depth knowledge of OPS TB/MBC and SPP processes (end-to-end)
âą đ Strong experience developing RFB documentation, business & technical requirements
âą âïž Background in justice-sector I&IT projects and public sector modernization
âą đ§ Proficiency in OPS architecture gating, project approval, and enterprise methodologies
âą đ§ź Expertise in budget development, ROI analysis, risk management, and performance tracking
âą đ Strong stakeholder engagement, facilitation, and executive-level presentation skills
âą đ Experience managing cross-ministry programs with high strategic visibility
âą đ§đ« Demonstrated experience in team leadership, mentoring, and change management
Nice to Have:
đ PMP or formal project management certification
đ Experience with Agile delivery and modernization of legacy systems
đ Familiarity with APIs, customer experience platforms, and integration tools
đ§ Experience in healthcare or justice-related IT projects within the public sector
đ§© Knowledge of AODA compliance, OPS procurement policies, and gated governance
