Responsibilities
• Application Rationalization within Health Services Cluster
Review the current inventory of HSC applications to determine relevancy to the rationalization initiative. Assess each application for strategic fit, privacy/security, cost model, operational risk, and technical condition.
Working with HSC Directors, conduct assessments of applications in scope to pinpoint candidates for consolidation, modernization, or retirement, based on technical, functional, and business value criteria.
Working with HSC Directors, develop recommendations leveraging standardized recommendations (ex. Re-architect / Maintain / Replace/Modernize / Expand Functionality) for senior leadership review and approval.
Working with HSC Directors, develop an actionable overarching milestone-based implementation plan to optimize the application portfolio, including timelines, resource needs, and performance indicators. Note: Directors will be accountable for individual project plans to execute on rationalization outputs.
Manage and monitor the overall milestone-based implementation plan, making sure it aligns with strategic goals and that all milestones are completed responsibly.
Provide regular updates and progress reports to executive leadership and stakeholder groups, ensuring transparency and accountability for all milestones. Identify risks and develop mitigation strategies to address them proactively.
Develop benefit realization framework and metrics to measure benefits, efficiencies and savings. Provide reporting on the achievement of benefits, efficiencies and savings.
Facilitate effective communication among all stakeholders, ensuring that objectives, timelines, and changes are clearly conveyed.
Work with health sector delivery partners, as required.
Work closely with GovTechON Enterprise Architecture to ensure alignment to the OPS Target State Architecture.
• External Service Delivery Program Management
Coordinate with GovTechON leads to identify and validate opportunities across GovTechON to be considered within scope.
Coordinate with GovTechON leads to develop an actionable overarching milestone-based implementation plan to execute on opportunities, including timelines, resource needs, and performance indicators. Note: Directors will be accountable for individual project plans to execute on opportunities within scope.

Qualifications
MUST HAVES:
• Ability to lead multi-stream programs with several concurrent workstreams (rationalization, external delivery opportunities).
• Knowledge of application rationalization methodologies (e.g., TIME model: Tolerate, Invest, Migrate, Eliminate; Retain/Retire/Re-platform/Reimagine).
• Experience developing roadmaps aligned to enterprise architecture and target state definitions.
• Demonstrated ability to engage and coordinate across diverse stakeholder groups, including senior executives, technical leads, program owners, and partner agencies.
