Responsibilities
• Program & Project Leadership
Lead the development and maintenance of a comprehensive Permitting Works Alignment multi-year program plan, incorporating enterprise dependencies, e.g., enterprise architecture, solution planning, governance and corporate approvals.
Lead and oversee end-to-end project execution for all Permitting Works Alignment activities across all workstreams, ensuring timely completion of all project deliverables, and compliance with OPS project management methodology requirements.
Provide strategic advice to senior executives, practical leadership and oversight to project teams and stakeholders, ensuring alignment with enterprise program objectives.
Proactively manage program and project risks, issues and dependencies including those related to architectural decisions and alignment throughout the project life cycle.
• Solution Option Oversight & Enterprise Alignment
Oversee development of all architectural, technical, and program artifacts for Permitting Works Alignment solution options analysis, design and implementation.
Ensure proposed Permitting Works Alignment solution architecture (including component integration options and assumptions, etc.) are validated through consultations with relevant OPS GovTechON partners.
Oversee solution options analysis process, including establishing evaluation team and solution evaluation criteria, managing assessment process and ensuring recommended solution option is aligned with OPS Target State Architecture (TSA), corporate architecture guidance, and modern technology platform principles.
Coordinate development of multi-year Permitting Works Alignment implementation roadmap, ensuring risks, enablers, milestones, and architectural dependencies are well defined and integrated into the overall program plan.
• Corporate Governance & Approvals Management
Lead preparation of all artifacts required for corporate governance approvals, including ARB (AGP0/AGP1), DFA, security & privacy assessments, accessibility requirements, and technical sections of the Treasury Board submission.
Manage review cycles of artifacts with wide range of GovTechON partners, cluster architecture teams, enterprise governance committees, and socialize with executives to ensure materials are ready for timely approvals.
Ensure technical deliverables meet OPS standards, are evidence-based, and demonstrate clear traceability from Discovery insights to business requirements to the proposed solution.
• Enterprise Coordination & Stakeholder Engagement
Serve as the primary coordinator among project stakeholder groups, e.g., participating partners and corporate governance bodies to advance Permitting Works Alignment from Discovery to enterprise solution definition and implementation, maintain alignment and obtain support across stakeholders on Permitting Works Alignment architectural direction, solution approach, and program roadmap.
Facilitate cross-OPS consultations to validate business capability needs, solution concepts, and solution architecture implications, ensuring common understanding and consensus across diverse stakeholders.
Remove barriers to cross collaboration and foster unified enterprise support for Permitting Works Alignment ‘s target solution.
Prepare and deliver executive briefings, decision decks, project updates and communication materials for leadership tables across OPS.
Qualifications
Must haves:
• PMP certified, 10+ years of overall IT project management experience
