Our client is looking for a Senior Program Manager for a 15 month contract in Toronto.
This is a hybrid role.
Rate: $ 768.72 - $ 813.42

Responsibilities
• Lead end-to-end delivery of DxP, DPS, and other enterprise transformation initiatives, ensuring alignment to strategic priorities and business outcomes
• Translate strategy into integrated program roadmaps, delivery plans, and measurable results
• Oversee multiple concurrent workstreams across digital experience, procurement systems, integrations, data, and cloud platforms
• Drive program governance, decision-making, and executive reporting
• Ensure benefits realization, user adoption, and value delivery
• Technology Delivery Office (TDO) Enablement
• Support the evolution of the Technology Delivery Office (TDO) as a centralized program delivery function
• Establish and operationalize program intake, prioritization, governance, and delivery processes
• Standardize delivery approaches, templates, reporting, and controls across initiatives
• Develop program dashboards, KPIs, and executive reporting artifacts
• Strengthen financial oversight, vendor accountability, and delivery transparency
• Enterprise Delivery Model (“Factory”)
• Define and implement a repeatable delivery model for transformation initiatives such as DxP and DPS
• Establish standardized service design, intake, prioritization, and delivery workflows
• Enable transition from project-based delivery to scalable, product-oriented services
• Support adoption through clear documentation, communication, and stakeholder enablemen
Stakeholder & Executive Engagement
• Build and maintain strong relationships across Supply Ontario leadership, OPS ministries, BPS organizations, and vendors
• Lead cross-functional alignment across business, product, architecture, and delivery teams
• Provide clear, actionable executive-level insights and recommendations
• Program Governance, Risk & Performance
• Implement program governance, risk management, and quality assurance frameworks
• Ensure alignment with enterprise architecture, security, privacy, and compliance standards
• Establish and track KPIs, performance metrics, and continuous improvement initiatives
• Lead post-implementation reviews and optimization efforts
• Vendor & Financial Management
• Manage delivery across vendors, system integrators, and consulting partners
• Oversee program budgets, forecasting, and resource allocation
• Drive vendor performance management and continuous improvement.
Qualifications
Must Haves:
• 10+ years’ experience leading large-scale enterprise technology and digital transformation programs, including initiatives such as DxP, DPS, or similar digital/procurement platforms
• Proven ability to manage complex, multi-stream programs across digital, cloud, data, and enterprise systems
• Strong experience managing vendors, system integrators, and consulting partners in regulated or public sector environments
• Deep expertise in program governance, delivery frameworks, and enterprise modernization strategies
• Demonstrated success managing interdependent workstreams, integrations, and competing stakeholder priorities
• Experience with Agile, DevOps, and scaled delivery models across enterprise initiatives
• Public Sector Experience
