Senior Project Manager/Leader

Location: Aurora, ON (Hybrid – 2-3 days/week onsite; occasional provincial and international travel required)

Duration: 11-month contract (With potential 1-year extension)

Responsibilities
Executive Leadership & Governance: Establish and facilitate project steering committees, delivering strategic briefings, dashboards, and risk mitigation plans directly to senior executive leadership.

Infrastructure & Procurement Management: Lead competitive procurement processes, vendor selection, contract administration, and complex infrastructure acquisition workflows.

Business Case & Funding Acquisition: Draft and present public sector business cases, funding requests, and financial planning documents to secure multi-channel project capital.

Integrated Project Planning: Develop and maintain large-scale, integrated project master schedules, defining scope, critical path milestones, resource allocations, and interdependencies.

Fiscal Control & Budget Reconciliation: Oversee multi-million-dollar project budgets, managing financial forecasting, cost estimates, and ongoing reconciliation of project expenditures.

Resource Direction & Conflict Resolution: Source, select, and onboard multidisciplinary project teams (unionized staff and fee-for-service consultants), clarifying deliverables and resolving resourcing conflicts.

Change Management & Operational Readiness: Design and execute structured organizational change management plans to facilitate seamless team transitions and promote technology adoption.

Risk & Quality Management: Proactively identify, track, and mitigate complex technical and operational project risks while enforcing strict quality standards and governance frameworks.



Qualifications
Senior Infrastructure Project Leadership: Extensive, demonstrated experience project managing large-scale, complex infrastructure development and IT modernization projects (Strictly Required).

Executive Briefing & Relationship Management: Proven experience managing executive relationships, presenting to C-suite/senior leaders, and delivering high-level briefings (Strictly Required).

Public Sector Procurements & Business Cases: Practical experience navigating public sector competitive procurement processes, vendor contract administration, and business case/funding acquisition (Strictly Required).

Large-Scale Integrated Project Management: Demonstrated track record managing large-scale, integrated project master schedules and multi-million-dollar budgets (must specify budget scope on resume) (Strictly Required).

Professional Designation: PMP (Project Management Professional) certification or equivalent formal designation (Strictly Required).

Professional Profile Requirement: Active LinkedIn URL provided on resume (Strictly Required).

Nice-to-Have Assets:
Practical knowledge of Project Management Institute (PMI/PMBOK) standards, information management policies, or accessibility (AODA) compliance.

Proven change management experience supporting procurement modernization and organizational transition plans.
