Responsibilities
- Project Governance: Execute and manage project charters, integrated project plans, and schedules across all phases (concept, definition, planning, implementation, and closeout).
- Stakeholder Management: Manage the interests and expectations of senior executives and diverse stakeholders; lead steering committee meetings and stakeholder forums.
- Financial Accountability: Provide rigorous fiscal control over large project budgets, including accurate forecasting, reconciliations, and reporting of planned vs. actual expenditures.
- Vendor & Contract Management: Lead negotiations for mutually beneficial multi-year contracts for technology maintenance and support; collaborate with Legal and Procurement entities to ensure adherence to provincial standards.
- Risk & Issue Mitigation: Proactively identify project-specific risks; develop and execute sophisticated mitigation strategies and options analyses.
- Operational Coordination: Synchronize project plans with Public Safety Operations to ensure implementations have zero adverse impact on 24x7 emergency services.
- Team Leadership: Identify and acquire skilled technical resources, clarify roles and responsibilities, and resolve interpersonal conflicts to achieve project objectives.
Qualifications
- Experience: 10+ years of Program/Project Management experience, specifically managing large-scale, complex IT projects and the SDLC.
- Public Safety Expertise: Demonstrated experience with Telecommunication equipment systems (CCS), Trunked Radio Systems, and Voice Logging systems.
- Methodology: Expert-level knowledge of PMI standards, MS Project, and enterprise tools like Clarity or Planview.
- Procurement Leadership: Proven track record leading projects from initial market scanning and tendering through to successful completion.
- Communication: Exceptional written skills for preparing Briefing Notes and executive proposals, combined with high political acuity for navigating diverse stakeholder interests.
- Budgetary Mastery: Demonstrated ability to manage large project budgets with a high level of fiscal accountability.
- Industry Assets: Previous experience in the land ambulance sector or 24x7 critical operations is highly desirable.
