As a principal project leader, you will bridge the gap between technical delivery teams, vendor partners, and executive decision-makers. Operating within a hybrid work model, you will synthesize complex technical, financial, and operational data into executive briefing packages, manage cross-project interdependencies, and enforce proactive risk mitigation strategies to ensure successful program outcomes.

Responsibilities
Lead executive governance cycles, synthesizing complex technical, operational, financial, and vendor information into concise briefing materials, executive dashboards, and decision packages.
Oversee full-lifecycle project management across large-scale, complex technology initiatives, maintaining scope, schedule, budget, and deliverable quality.
Develop detailed integrated project plans, baselines, resource forecasts, and budget tracking metrics.
Identify, monitor, and mitigate complex cross-project interdependencies, operational risks, and technical bottlenecks.
Provide strategic advisory services to executive leadership, recommending actionable solutions for high-priority project and policy issues.
Facilitate stakeholder alignment across technical teams, operational leads, external vendors, and executive leadership forums.
Track vendor deliverables and contractual commitments, ensuring technical execution aligns with project milestones and service level agreements.
Maintain comprehensive project governance artifacts, including risk registers, change requests, status reports, and terms of reference.
Qualifications
Core Requirements & Leadership Tenure
Senior Program Leadership: 5+ years of progressive senior leadership experience managing large-scale, complex, multi-year technology projects and programs.
Public Sector Context: 5+ years of experience in a senior project/program leadership capacity within public sector or enterprise government environments.
Lifecycle Mastery: In-depth experience applying all phases of advanced project management methodologies (concept, definition, planning, implementation, and closeout) to high-value initiatives.
Governance, Communication & Risk Skills
Executive Communication: Superior written and verbal communication skills with a proven ability to translate complex technical data into concise executive presentations, briefing notes, and decision packages.
Governance Management: Demonstrated experience leading executive governance review cycles, developing committee materials, and guiding senior decision-makers through complex choices.
Risk & Dependency Analysis: Proven ability to manage complex cross-project dependencies, perform risk-option analyses, and enforce robust mitigation plans.
Stakeholder & Vendor Navigation: Exceptional negotiation, consultation, and relationship management capabilities with a track record of driving alignment across multi-disciplinary teams and external vendor partners.
