Responsibilities
Project Leadership & Execution: Lead end-to-end project management for large-scale, complex, and high-risk IT initiatives, ensuring compliance with established project management methodologies and governance frameworks.
Scope, Schedule & Budget Management: Develop detailed integrated project plans, maintain master schedules, and manage complex project budgets across multiple funding channels with full financial forecasting and actuals reconciliation.
Risk & Issue Governance: Proactively identify, track, and mitigate project risks; articulate priority issues to senior executive levels and present actionable mitigation strategies to decision-makers.
Resource Management & Team Leadership: Source, select, and onboard multidisciplinary team members (including unionized employees and fee-for-service consultants), clarifying roles, setting performance expectations, and resolving resourcing conflicts.
Stakeholder & Executive Reporting: Establish and facilitate steering committees and stakeholder forums, providing clear project and portfolio status updates, dashboards, and briefings to senior executives.
Organizational Change Management: Implement strategic change management processes to overcome resistance, foster adoption, and capitalize on change across all project stages.
Standards & Compliance: Promote project management best practices, quality control standards, information management principles, and accessibility (AODA) compliance across all deliverables.
Qualifications
Senior Project Management Expertise: Extensive, demonstrated experience managing large-scale, high-risk, and complex enterprise IT projects (Strictly Required).
Financial & Budget Oversight: Proven track record developing and managing complex project budgets, financial forecasts, and cost reconciliations (Strictly Required).
Risk & Schedule Management: Hands-on experience creating integrated project schedules, controlling scope, and managing risk mitigation strategies for senior executive review (Strictly Required).
Stakeholder & Vendor Governance: Demonstrated ability to lead multidisciplinary teams, manage fee-for-service consultants, and facilitate steering committees (Strictly Required).
Change Management & Methodologies: In-depth knowledge of formal project management methodologies (such as PMI/PMBOK standards) and organizational change management strategies (Strictly Required).
Nice-to-Have Assets:
Practical knowledge of Information Management policies and Accessibility for Ontarians with Disabilities Act (AODA) standards.
Experience navigating public sector business planning and resource acquisition processes.
