Responsibilities
Lead end-to-end project management and execution for large-scale, multi-year, complex IT initiatives across the full software delivery lifecycle.
Define and execute product vision, strategy, and detailed multi-year product roadmaps aligned with business goals and customer needs.
Manage multi-million dollar project budgets, financial analysis, resource allocation, and cost-control measures.
Gather, refine, and prioritize functional and technical business requirements, authoring Agile artifacts including epics, features, user stories, and release plans.
Facilitate cross-functional team coordination, backlog grooming, and project tracking using Agile, Kanban, and Waterfall methodologies.
Lead project assessment processes, authoring critical governance documentation including Threat Risk Assessments (TRA), Privacy Impact Assessments (PIA), business cases, and Requests for Service (RFS).
Implement robust risk management, scope control, and issue mitigation strategies to keep deliverables on time and on budget.
Drive stakeholder management and executive communications, delivering regular status updates, risk registers, and decision briefings to leadership.
Qualifications
Product & Lifecycle Management: Proven experience in product planning, defining product visions, and managing detailed product roadmaps (Strictly Required).
Enterprise Project Leadership: Demonstrated track record leading complex, multi-year IT project lifecycles, multi-million dollar budgets, scope control, and risk mitigation (Strictly Required).
Requirements & Agile Governance: Proficiency in gathering business/customer requirements and creating Agile artifacts (user stories, epics, features, release plans) (Strictly Required).
Governance & Assessment Documentation: Practical experience executing privacy, security, and financial assessments, including Privacy Impact Assessments (PIA) and Threat Risk Assessments (TRA) (Strictly Required).
PM Tooling Expertise: Hands-on proficiency managing project workflows with tools such as Jira, Azure DevOps, Microsoft Project, Kanban, and Trello (Strictly Required).
Nice-to-Have Assets:
Prior project leadership experience within a public sector or broader public sector environment following formal Stage Gate / PMO frameworks.
Basic working knowledge of Microsoft Azure cloud platforms or ITIL service management processes (incident, release, problem management).
