As a principal developer, you will bridge the gap between complex legacy application code bases and modern enterprise integration layers. Operating within a collaborative project environment, you will lead the implementation of software updates, design secure API endpoints, build complex database objects, and manage end-to-end data migration tasks to support platform integration with enterprise asset management systems. Responsibilities
Analyze approved business requirements, change requests, and interface workbooks to determine technical impacts, assumptions, dependencies, and effort estimates.
Design, build, unit test, and document application, database, batch, workflow, status, and reporting updates using PowerBuilder and Oracle PL/SQL.
Develop, expose, and maintain secure REST/JSON APIs, web services, and database views to facilitate real-time and scheduled data exchanges with enterprise integration platforms.
Implement authentication, authorization, logging, input validation, correlation identifiers, retry controls, and operational monitoring in compliance with security standards.
Profile, extract, cleanse, transform, and reconcile legacy permit, client, and status records to support data migration into target enterprise systems.
Develop repeatable ETL scripts, manage mock conversions, execute delta loads, and produce reconciliation control totals to ensure complete source-to-target data integrity.
Prepare unit and technical test cases covering positive, negative, boundary, volume, and error-recovery scenarios; support SIT, UAT, and end-to-end integration testing.
Investigate software defects, perform root-cause analysis, apply code fixes, and participate in peer code reviews and release planning sessions.
Author technical artifacts, including interface specifications, data mappings, deployment checklists, rollback procedures, and operational runbooks.
Provide active support during deployment cutovers, go-live verification, hypercare stabilization, and deliver comprehensive knowledge transfer to sustainment teams.
Qualifications
Core Technical & Software Engineering Requirements
Education: Post-secondary degree or diploma in Computer Science, Information Technology, Software Engineering, Data Management, or a related quantitative discipline (or equivalent professional experience).
Senior Engineering Tenure: Minimum of ten (10) years of progressive, hands-on experience developing, enhancing, and sustaining large-scale, business-critical, and heavily integrated IT solutions.
Domain & Application Expertise: Demonstrated working knowledge of the RACS application environment—including its business processes, data model, PowerBuilder components, Oracle database objects, batch jobs, and permit/status lifecycles—to contribute effectively with minimal onboarding.
PowerBuilder Mastery: Extensive hands-on experience leading the design, modification, enhancement, and sustainment of enterprise applications utilizing PowerBuilder 2019 or higher.
Database & PL/SQL Depth: Extensive experience using SQL and Oracle PL/SQL coding techniques on Oracle Database 19c or higher to develop complex queries, views, stored procedures, functions, packages, triggers, and controlled data-correction scripts.
API & Web Services Engineering: Direct experience designing, building, and supporting secure system integrations, RESTful web services, and JSON/XML payloads, including field mapping, error handling, retries, and idempotency controls.
ETL & Data Migration Experience: Extensive experience designing and executing ETL processes for data extraction, profiling, cleansing, transformation, loading, exception handling, and data reconciliation.
Full SDLC Proficiency: Proven background across all stages of the software development lifecycle, from requirements elicitation through architecture, design, testing, deployment, and operational sustainment.
