Responsibilities
BI & Data Architecture: Design and evaluate conceptual, logical, and physical BI solution architectures. Define healthcare business information structures, including cubes, dimensions, and facts.
Development: Facilitate the design, construction, and implementation of web-based and n-tier applications using Java, WebSphere, JDBC, Oracle, DB2, and JavaScript.
Cognos Expertise: Lead the development of BI solutions using Framework Manager, Report Studio, Active Reports, and Transformer. Maintain and mentor teams on reporting best practices.
Integration: Integrate service APIs and micro-services into new and existing systems. Lead the integration of Open Source Software (OSS) products.
Quality & Deployment: Prepare automated deployment builds (Jenkins), conduct unit testing, and perform data quality assessments, transformation, and cleansing.
Lifecycle Management: Conduct system design walkthroughs, prepare technical specifications, and manage production troubleshooting and incident resolution.
Governance: Define standards for integration, enterprise data governance, and metadata management. Ensure alignment with organizational project management methodologies (Agile/DevOps/Waterfall).
Qualifications
Technical Expertise: 5+ years of experience in Business Intelligence and Cognos (Framework Manager, Report Studio, Active Reports, Transformer, Dashboarding).
BI Certifications: Required IBM Certified Designer (Cognos 11.2.1 BI Reports), IBM Certified Developer (Cognos 11.2.1 BI Metadata Models), and IBM Certified Administrator (Cognos 11.2.1 BI).
Development Stack: Proven experience with Java/Java EE, WebSphere, JDBC, Oracle, DB2, and JavaScript.
Data Analysis: 5+ years of experience in data analysis, data transformation, and modeling within relational databases.
DevOps & Methodology: Experience with automated deployment (Jenkins), CI/CD pipelines, and structured project methodologies (Agile/DevOps).
Enterprise Experience: Experience developing and maintaining large-scale IT systems, including high-volume public-facing programs.
Soft Skills: Ability to facilitate workshops with diverse stakeholder groups (technical, clinical, executive), excellent troubleshooting skills, and a proven track record of meeting strict project deadlines.
Public Sector: Experience working in the public sector on mid-tier cloud or legacy platforms is highly desirable.
