Responsibilities
- Systems Analysis: Capture business requirements and translate them into technical features, business rules, and design specifications for emergency health systems.
- Data Analytics: Provide data science services, including data cleansing, analytics, and the development of dynamic Power BI dashboards and custom reports.
- E-Learning Development: Convert training materials from various formats (Sway, Word, PowerPoint) into SCORM-compliant files using Adobe Captivate and/or Articulate Storyline.
- LMS Support: Manage the upload, testing, and piloting of SCORM content within Multiple Learning Management Systems (e.g., Moodle).
- Service Management: Utilize enterprise tools like Remedy to manage encryption-related tickets, incident records, and CMDB updates.
- Database Management: Create and manage diverse data sources using SharePoint Lists and NoSQL databases, ensuring seamless integration and data auditing.
- Infrastructure Support: Review application patches and system architecture to support scalability, and conduct testing and deployment for all developed solutions.
- Documentation: Create detailed technical documentation for IT staff and maintain logs for all application enhancements and feature updates.
Qualifications
- Core Experience: 5+ years as a Systems Analyst with strong knowledge of design methods, server management, and application scaling.
- Technical Proficiency: Demonstrated expertise in Microsoft Technologies (Power BI, SharePoint) and NoSQL databases.
- E-Learning Mastery: Advanced experience with Adobe Captivate or Articulate Storyline and a solid understanding of SCORM standards and Moodle LMS.
- Project Coordination: Proven ability to provide work estimates, manage multiple projects simultaneously, and navigate change management processes.
- Sector Knowledge: Experience with Public Safety agencies or 24/7 critical operations is a significant asset.
- Soft Skills: Strong negotiation, problem-solving, and conflict-resolution skills to bridge the gap between technical teams and business clients.
