Our client is seeking a highly experienced Program Manager to lead large-scale, high-impact IT initiatives across complex stakeholder environments. Responsibilities
•Provide leadership across all phases of large, complex, multi-vendor IT programs
•Define, manage, and communicate program scope, goals, risks, and deliverables
•Present executive-level updates, risk mitigation strategies, and decision briefings
•Align program execution with stakeholder expectations, funding, and operational readiness
•Coordinate and lead teams including project managers, business analysts, and technical experts
•Manage multiple concurrent initiatives such as system upgrades, migrations, and legacy modernization
•Collaborate with cybersecurity teams on TRA, PIA, PEN, VA, and BIA assessments
•Lead procurement processes: draft SoWs, manage contracts, negotiate deliverables and changes
•Direct the creation of dashboards, technical documentation, and strategic recommendations
•Facilitate vendor evaluations, compliance reviews, and SLA-based performance management
Qualifications
✅ Must Have
•10+ years of program/project management experience in large-scale IT environments
•Proven leadership in technical implementations involving legacy systems, upgrades, and cloud
•Experience managing vendor relationships, SOWs, KPIs, and contract negotiations
•Strong background in stakeholder engagement at senior and executive levels
•Demonstrated ability to prepare briefings, executive reports, and presentation decks
•Knowledge of infrastructure and platforms such as Windows Server, DB2, Infosphere, SPSS, Cognos
•Familiarity with cybersecurity protocols: TRA, PIA, PEN, VA, RMR
•Strong understanding of Agile, SDLC, and public sector project methodologies
🌟 Nice to Have
•Experience working within a public sector environment
•Understanding of OPS procurement, gating, and digital delivery frameworks
•Background in multi-stakeholder governance and steering committee facilitation
