Our client is seeking a Senior Privacy Impact Assessment (PIA) Specialist to provide expert-level support in conducting privacy impact assessments, identifying risk, and embedding privacy requirements into healthcare-related data systems and IT initiatives. This is a remote-first role based in Toronto, with the possibility of hybrid work as determined by the hiring manager. This is a contract role of 9 months and the term is 188 business days with a potential 1-year extension.

Responsibilities
âą Conduct Privacy Impact Assessments (PIAs) for complex, multi-stakeholder initiatives
âą Develop and implement risk mitigation plans based on assessment findings
âą Draft and review privacy requirements for Data Sharing Agreements and policy documents
âą Provide advisory support and legislative interpretation of privacy regulations (PHIPA, FIPPA)
âą Identify and assess privacy risks, ensuring compliance in PHI data practices
âą Support the modernization of CHRIS (Client and Related Health Information System) through privacy frameworks and tools
âą Collaborate with OHT stakeholders to ensure privacy readiness and proper governance
âą Prepare documentation including data flow diagrams, privacy controls, and compliance frameworks
âą Provide consultation on privacy readiness assessments and onboarding activities
âą Participate in internal and external committees as the Privacy Subject Matter Expert (SME)
âą Lead the development of policies and procedures aligned with current legislation and sector standards
âą Assist with privacy inquiries, access requests, complaints, and investigations as needed
Qualifications
Must Have:
âą Minimum 3 years of experience conducting PIAs in medium to high complexity healthcare projects
âą Minimum 5 years of operational privacy experience in a healthcare or IT setting
âą Minimum 5 years drafting and reviewing privacy terms for Data Sharing Agreements
âą In-depth knowledge of PHIPA, including requirements for Health Information Network Providers (HINP) and Electronic Service Providers (ESP)
âą Experience developing privacy policies, procedures, and compliance controls
âą Excellent written and verbal communication and stakeholder management skills
âą Strong understanding of data protection, information architecture, and system design related to privacy
âą Familiarity with privacy risk assessment methodologies and mitigation strategies
Nice to Have:
âą Undergraduate or Master's degree in health, policy, law, IT, or information security
âą Knowledge of FIPPA, digital health systems, and public sector access and privacy practices
âą Experience with CHRIS or similar healthcare data platforms
âą Background in privacy governance, freedom of information, or risk and compliance management
âą Ability to translate privacy requirements into actionable project steps or technical controls
âą Experience delivering training or guidance on privacy practices
