As a principal delivery lead, you will bridge the gap between technical execution teams, procurement offices, and executive steering committees. Operating within a hybrid framework, you will provide critical oversight for large-scale ServiceNow implementations, direct multidisciplinary project personnel, manage multi-channel financial budgets, and drive structured change initiatives. This role is designed for a senior delivery champion who excels at navigating formal procurement life cycles (RFPs), establishing rigorous project control frameworks, and ensuring that mission-critical digital products align perfectly with corporate objectives.

Responsibilities
Project Governance & Execution Leadership
Provide end-to-end management, strategic oversight, and execution control for complex project deliverables across scope, budgets, schedules, and communication channels.
Produce and maintain core project artifacts in strict compliance with the IT Project Management Framework, including detailed schedules, integrated project plans, risk registers, and formal closeout summaries.
Define, map, and sequence project milestones and operational tasks using structural Work Breakdown Structures (WBS), resource capacity graphs, and comprehensive cost models.
Validate technical delivery plans against critical path timelines, implementing corrective adjustments to resolve slippage or schedule variances.
Lead formal project gate reviews, support portfolio performance assessments, and coordinate project submissions for the centralized PMO.
Team Mobilization & Stakeholder Management
Provide technical direction, leadership, and operational motivation to cross-functional squads, including solution developers, business analysts, domain SMEs, and external vendors.
Formulate clear staffing models, establish detailed work plans, assign resource accountabilities, and oversee team recruitment or project re-allocations.
Resolve resource constraints, manage interpersonal project blocks, and facilitate cross-functional alignment between engineering groups and business operations.
Create and implement robust communication frameworks to keep business units and external service providers continuously aligned with ongoing deliverables.
Prepare and present highly polished performance dashboards, weekly status highlights, and descriptive presentations to Executive Steering Committees.
Financial Control & Procurement Governance
Manage, track, and report on large project budgets with high fiscal control, outlining actual versus probable financial estimates and supporting overall corporate capital planning.
Maintain accurate, accessible budget documentation, processing vendor invoices and summarizing external service provider contributions against contractual milestones.
Support formal procurement initiatives, driving the technical development, structural scoring evaluation, and strategic awarding of Requests for Proposals (RFPs) following strict organizational guidelines.
Qualifications
Core Requirements
Professional Delivery Tenure: 5 to 7+ years of progressive project management experience successfully leading complex, cross-functional application development and infrastructure installations.
Mandatory Professional Designation: Active, current Project Management Professional (PMP) certification in good standing with the Project Management Institute (PMI).
Education: University degree in Business Administration, Computer Science, or a related quantitative discipline.
ServiceNow Solution Depth: 3+ years of dedicated, hands-on experience implementing and configuring ServiceNow solutions or platform modules.
Complex Initiatives Track Record: Proven history of successfully delivering at least five (5) separate enterprise initiatives that were complex, multi-tenant, and cross-functional in nature.
Technical Skills & Domain Capability
Project Tooling Expertise: Advanced proficiency utilizing specialized tracking software, specifically MS Project, SharePoint, and the Microsoft Office Suite.
Procurement Life Cycle Acumen: Practical experience drafting RFP requirements, organizing bid evaluation panels, and executing complex vendor management procedures.
Regulatory Compliance Awareness: Foundational capability to quickly acquire and apply knowledge of the Ontario Human Rights Code, employment legislation, and universal accessibility mandates as they apply to software and workspace delivery.
Assets
Public Sector & Transit Domain: Prior experience managing IT initiatives within a public service, broader public sector, or transit agency environment—specifically including familiarity with subway network infrastructures—is considered a highly valued asset.
