Responsibilities
IM Design and Transformation: Design and implement Information Management (IM) structures to optimize cross-organizational data flows and oversee the full lifecycle of secure SharePoint/Teams environments.
Governance Oversight: Coordinate IM requirements for joint functional areas (Management, Development, Generation, and Sustainment) and report on outcomes-based performance management using KPIs and value logic models.
Project Leadership: Develop and maintain detailed project plans, including work breakdown structures (WBS), resource requirements, and comprehensive risk management strategies.
Change Management Support: Support the implementation of change management strategies, conduct change impact assessments, and provide recommendations for organizational adoption and awareness.
Strategic Advisory: Provide technical expertise and strategic advice to senior executive governance bodies (Director General level and above) and central agencies such as the Treasury Board Secretariat.
Knowledge Transfer: Continually share expertise with internal staff through written instructions and documentation to build long-term departmental self-sufficiency.
Qualifications
Experience: Minimum of 10+ years of experience as a Business Transformation Architect, or 5+ years of experience with a recognized professional certification.
Public Sector Expertise: At least 10 years of experience within the last 15 years supporting enterprise-level digital/IM transformation initiatives for the Government of Canada.Technical
Domain Knowledge: 10+ years of experience with C4ISR systems integration (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance) across multiple security classifications.
Framework Proficiency: Demonstrated experience with the Department of National Defence Architecture Framework (DNDAF) and building architectural sub-views.Education: A Bachelor’s degree in Business or Computer Science (10 points awarded in rating).
Security Clearance: Must hold a valid Secret (Level 2) security clearance
