Responsibilities
Requirements Elicitation & Engineering: Lead requirements gathering using standard business analysis techniques, including Joint Application Design (JAD) sessions, interviews, stakeholder workshops, and user interface mockups.
Core Business Modeling: Conduct comprehensive business modeling, including use case modeling, process mapping, data flow modeling, business rules definition, and non-functional requirements definitions.
Full-Lifecycle Analysis: Execute structured analysis appropriate to varying project phases, aligning requirements with established enterprise gating processes, data policies, and software systems development methodologies.
Business Cases & Feasibility: Assist in assessing operational problems or opportunities, preparing formal business cases, cost-benefit analyses, and feasibility studies for cloud or on-premise IT initiatives.
Specification Translation: Translate abstract business and data requirements into clear functional programming specifications sufficient for downstream technical design and software architecture teams.
Performance Measurement & Traceability: Develop and manage requirements traceability matrices and definitive performance metrics for business analysis evaluation and subsequent project follow-up.
Scope Documentation: Utilize Computer-Aided Software Engineering (CASE) tools to map out, catalog, and document structural user requirements, project scope boundaries, and core metadata definitions.
Status Telemetry & Progress Reporting: Monitor project progress, isolate operational blocks, and provide regular analytical reports and status briefs to technical management and corporate stakeholders.
Qualifications
Core Business Analysis Experience: Minimum 2 years of dedicated professional experience operating strictly as an IT Business Analyst (Role focus must be pure Business Analysis—not QA, and not Project Coordination/Lead) (Strictly Required).
Software Development Lifecycle Fluency: Direct, practical experience working natively within a structured software systems development lifecycle (SDLC) environment (Strictly Required).
Advanced Methodology Depth: Proven knowledge and hands-on experience utilizing structured, object-oriented, and Agile methodologies to elicit and document user requirements (Strictly Required).
Metrics & Evaluation Toolkit: Direct experience developing explicit performance measures, success metrics, and traceability matrices for business analysis evaluation and post-implementation follow-up (Strictly Required).
Artifact Production & Design: Demonstrated ability to prepare professional documentation, including business functional models, process maps, user briefs, and executive presentations.
Soft Skills: Exceptional analytical, problem-solving, and communication mechanics, with an established history of managing timelines, building team consensus, and meeting project sprint deadlines.
Nice to Have:
Prior professional business analysis or data coordination experience within a public sector branch or broader public sector (BPS) landscape.
Foundational familiarity with digital accessibility legislation, including AODA regulations and standards.
