The ideal candidate will bring a strong track record in Heavy Civil, Municipal, or Water and Sewer construction, with hands-on experience driving projects from initial tender through to final completion.

Responsibilities
● Lead the end-to-end planning, organizing, scheduling, and execution of heavy civil and wet utility projects.
● Prepare comprehensive project estimates, proposals, and cost calculations from fundamental engineering principles.
● Determine full project cost structures, including material quantities, equipment allocation, utility logistics, and labor requirements.
● Manage all stages of the tender and bidding process, including bid closings, proposal submissions, and securing vendor/subcontractor quotes.
● Facilitate seamless project handoffs and transitions from the estimating phase to field operations teams.
● Maintain and expand a comprehensive directory of qualified suppliers, vendors, and trade subcontractors.
● Establish and nurture strong working relationships with subcontractors, field supervisors, labor personnel, and executive leadership.
● Serve as the primary point of contact for clients, providing regular status reports to executive management and external project stakeholders.
Qualifications
● Minimum of 3 years of experience as a Project Manager or Estimator within the heavy civil construction sector.
● Proven expertise in wet utility construction, specifically sewer, watermain, and municipal water systems.
● Deep proficiency in core estimating principles, unit pricing, project scheduling, and subcontractor management.
● Demonstrated ability to build accurate cost calculations and manage bid packages across all tender stages.
● Proficient with industry-standard estimating and project management software suites.
● Working knowledge of Ministry of Transportation (MTO) standards and specifications is considered a strong asset.
