Responsibilities
1. Requirements Management & Scope Governance
Lead the elicitation, analysis, and comprehensive documentation of business and functional requirements, including project scope, objectives, benefits, and risks.
Prepare functional and non-functional requirements for applications, interfaces, reporting, dashboards, and supporting data structures.
Maintain rigorous requirements traceability matrices (RTM) from discovery through to testing and implementation.
Support strategic trade-off discussions regarding project scope, schedule, cost, and overall business value with leadership.
2. Business Process Redesign & Harmonization
Document current-state "as-is" business processes, mapping pain points, control mechanisms, decision thresholds, handoffs, and quantifiable inefficiencies.
Design future-state "to-be" processes aligned with target architectural capabilities, operational goals, and process standardization objectives.
Identify high-value opportunities for process harmonization and standardization across diverse lines of business.
Partner with solution architects and technical leads to conduct options analyses, feasibility reviews, and tool rationalization.
3. Data Modernization & Implementation Support
Provide analytical guidance on legacy data assessments, data profiling, complex data mapping, and data migration business rules.
Apply strong SQL and data analysis capabilities to assure data quality, governance, and reconciliation during data mock-loads.
Support test planning, test case development, and User Acceptance Testing (UAT) validation cycles.
Collaborate with vendors and internal development teams to provide functional support during the build, testing, deployment, and hypercare phases.
Support Organizational Change Management (OCM) by helping develop training materials and driving platform adoption within frontline, unionized environments.
Qualifications
Core Experience: 10+ years of business consulting or business analysis experience within complex enterprise environments, including 5+ years acting in a Senior or Lead Business Analyst capacity.
EAM Specialization: 5+ years of hands-on experience with IBM Maximo (or an equivalent enterprise asset management platform) in asset-intensive operating environments.
Technical Proficiencies: Highly proficient in SQL and data analysis methodologies (data modeling, mapping, profiling, and migration). Advanced knowledge of MS Office tools, including Visio, Excel, and Access.
Process Mastery: Demonstrated mastery in business process modeling notation (BPMN), requirements elicitation techniques (workshops, JAD sessions), and functional design specs.
Framework Awareness: Familiarity with KPI development, operational reporting metrics, and performance measurement frameworks.
Industry Context: Direct experience working within complex, multi-stakeholder public sector, transportation, rail, or transit environments is a significant asset.
Soft Skills: Superior facilitation, negotiation, and presentation skills; proven ability to influence stakeholders at both strategic executive levels and frontline operational levels.
Education: University degree in Business Administration, Computer Science, Engineering, Information Systems, or a related field.
