As a senior bridge between product owners, business stakeholders, and technical engineering teams, you will operate within an iterative delivery model. Responsibilities
Business Assessment & Scoping: Lead and conduct business analysis activities across varying levels of detail to evaluate client challenges and define clear functional scopes for I&IT initiatives.
Requirements Elaboration: Gather, analyze, and document business needs using structured methods such as JAD sessions, stakeholder interviews, mockups, and process flow maps.
Agile Product Team Alignment: Support the Product Owner by translating business goals into well-defined, prioritized user stories, refining backlogs, and stripping away requirements ambiguity for the development squad.
Sprint Ceremony Leadership: Actively participate in and facilitate core Agile ceremonies, including Sprint Planning, Daily Stand-ups, Backlog Refinement, and Sprint Retrospectives.
Analytical Modeling: Conduct functional business modeling, use case development, conceptual/logical data modeling, and establish strict non-functional requirements and business rules.
Strategic Artifact Production: Develop end-to-end technical documentation, business cases, cost-benefit analyses, feasibility studies, executive presentations, and concise briefing notes.
Data & Workflow Analysis: Execute deep-dive data analysis by connecting to and querying relational databases to uncover operational insights and map current-state to future-state technical landscapes.
Quality Validation & UAT: Validate that developed features meet strict acceptance criteria, support User Acceptance Testing (UAT) planning, and review technical testing use cases.
Governance & Standards: Advise on organization-wide business analysis practices, utilizing specialized tools to ensure alignment with standard project management methodologies and data management policies.
Qualifications
Core Requirements (10+ Years of Experience)
Senior Business Analysis Mastery: 10+ years of progressive experience leading enterprise business analysis, requirements gathering, and mapping complex business systems into technical solution designs.
Agile Framework Depth: Proven hands-on experience operating within fast-paced Agile project environments, managing backlogs, mapping user stories, and facilitating sprint ceremonies.
Modern Tooling Acumen: Direct experience utilizing DevOps software, Kanban/task boards, or CASE tools for requirement documentation, tracking progress, and scoping.
Analytical Modeling Skills: Expertise in utilizing a wide range of business analysis methods, including process mapping, use case surveys, logical data modeling, and business event modeling.
Technical & Domain Skills
Database & Data Analysis: Demonstrated capability to interface directly with relational database architectures (such as Oracle) to perform data queries, validations, and functional data analysis.
Public Sector Operational Insight: Comprehensive knowledge of public sector activities, including workflows and approval lines related to permitting, compliance inspections, incident tracking, and legal or enforcement actions.
Regulatory & Policy Awareness: Solid understanding of Information Management principles, alongside digital accessibility standards and compliance regulations.
