Responsibilities
Business Analysis & Requirements Gathering: Lead and execute full-lifecycle business and system analysis to assess complex institutional problems, running JAD sessions, structured interviews, and interactive mockup walkthroughs to document testable functional requirements.
BI & Analytics Roadmap Design: Formulate comprehensive, long-term Business Intelligence and analytics roadmaps to transition legacy data systems into modern, automated data structures.
Advanced Data Visualization & Modeling: Build complex statistical models, interactive management dashboards, and robust data visualizations using specialized statistical tools to convey deep analytical insights to executive audiences.
Database Design Consultation: Partner with data architecture squads to guide and validate relational database designs, ensuring structural alignment and cross-platform consistency.
Enterprise Asset Utilization: Analyze, structure, and optimize large-scale administrative data assets to drive cost-effective business process improvements and predictive analytics modeling.
Conceptual & Logical Data Modeling: Conduct detailed business modeling, including process maps, data flow modeling, unified use case definitions, and non-functional requirements specifications.
Business Case & Feasibility Engineering: Develop sound operational strategies, construct structured business cases, perform cost-benefit evaluations, and deliver feasibility studies for new technical initiatives.
Traceability & Lifecycle Governance: Create and manage end-to-end requirement traceability matrices and performance metrics, monitoring progress and reporting system risks regularly to leadership.
Qualifications
Core Business Analysis Seniority: Minimum of 10+ years of progressive professional experience leading business analysis, process re-engineering, and requirements engineering within complex technical environments.
Oracle Business Planning Acumen: Demonstrated hands-on experience and system analysis knowledge working with enterprise Oracle business planning solutions.
Database Design & Query Literacy: Strong practical experience and structural knowledge of relational database design, data manipulation, and table structures across SQL Server and Oracle platforms.
BI Roadmap Formulation Experience: Proven track record researching, designing, and rolling out advanced Business Intelligence and analytics roadmaps (e.g., Microsoft BI ecosystems).
Statistical Visualization Mastery: Direct professional experience conducting complex statistical analysis and converting it into visual dashboards utilizing tools such as Power BI and R-Shiny.
Administrative Data Domain Expertise: Proven background designing, developing, and implementing analytical frameworks that leverage high-volume post-secondary administrative data assets.
Methodological Fluency: Strong background utilizing varied business analysis tools, including functional modeling, business event mapping, structured case modeling, and Agile/Waterfall delivery frameworks.
Soft Skills: Exceptional analytical thinking, negotiation, and verbal/written communication skills, with an established history of drafting formal briefing notes and managing diverse stakeholder relationships.
Nice to Have:
Prior professional business analysis experience operating within a Canadian public sector framework or the broader Ontario Public Service (OPS).
Experience designing and developing application requirements that comply directly with provincial GO-ITS infrastructure standards.
