Responsibilities
Analyze and decompose complex business workflows, data needs, decision logic, and exceptions into precise technical specifications and system documentation.
Research core Identity and Access Management (IAM) concepts—including digital identity, authentication, authorization, consent, privacy, and access governance—to resolve process inconsistencies.
Define clear, testable acceptance criteria aligned with business rules, enterprise architecture, security protocols, and integration requirements.
Develop and manage detailed data requirements, including data structures, element mappings, and data flow diagrams supporting interoperability.
Use Azure DevOps (ADO) to refine backlogs, organize user stories, manage work items, track delivery progress, and ensure items meet the Definition of Ready.
Lead discovery sessions and stakeholder workshops to elicit business needs and build alignment across product owners, architects, integrators, and test teams.
Support Agile delivery ceremonies, maintain end-to-end requirements traceability, and produce high-quality functional documentation.
Conduct operational gap analyses, triage issues, and document partner engagement processes to support ongoing service operations and future capability rollouts.
Qualifications
Business Analysis Seniority: 7+ years of dedicated Business Analysis experience, including 3+ years in senior BA roles supporting large-scale digital or identity-related programs (Strictly Required).
Requirements & Workflow Mastery: Proven experience developing detailed, testable requirements, process flows, functional specifications, and implementation-ready documentation (Strictly Required).
IAM & Digital Identity Expertise: Direct experience within digital identity, access management, authentication, authorization, or interoperability domains (Strictly Required).
Data Requirements & Interoperability: Demonstrated experience defining data elements, structures, mappings, and data flows to support system interoperability (Strictly Required).
Azure DevOps (ADO) Proficiency: Hands-on experience using Azure DevOps to organize backlogs, manage work items, and write detailed user stories (Strictly Required).
Public/Health Sector Context: Proven experience navigating multi-stakeholder public-sector or health-sector environments (Strictly Required).
Stakeholder Collaboration: Track record of leading discovery sessions and building consensus across business stakeholders, technical architects, and vendor teams.
Nice-to-Have Assets:
Knowledge of digital identity protocols and standards (OIDC, OAuth 2.0, SAML, NIST 800-63).
Familiarity with public-sector privacy, governance, and cybersecurity frameworks.
Experience utilizing collaboration tools such as Confluence, Miro, Lucidchart, and Visio.
